Veto causes unease in Congress, says LDO speaker – 01/03/2024 – Panel

The rapporteur of the budget guidelines law, MP Danilo Forte (União-CE), says that President Lula’s (PT) vetoes on the provisions of the LDO cause the government’s discomfort with the National Congress at the beginning of the year legislative and notes the failure to comply with the agreements signed with Parliament.

“I have discussed this LDO in depth with government sectors,” he says. “I have received phone calls from several parliamentary colleagues and party leaders, all concerned about this position taken by the government, after having obtained explicit agreement from the Budget Committee.”

According to him, the only point that was excluded from the agreement was the payment schedule for the amendments, on which the government did not take a position.

“I think everyone was a little taken aback by how this contingency came about,” he says. “I believe that this will make the political debate very heated in the National Congress, and I believe that this indisposition at the beginning of the legislative debate is not positive for the government and much less for the National Congress.”

Forte says he has noticed “a very strong will to overturn vetoes” from colleagues and says there is pressure for the president of Congress, Rodrigo Pacheco (PSD-MG), to convene a session of Congress at the beginning of legislative year to discuss LDO vetoes.

“I think this opened up space for the technical staff of the government, who are often more radical than the political area, to rise up against the LDO in this way, ignoring the agreements that had been constructed.”

The veto of the article that prohibited spending on actions “tending to deconstruct the concept of family”, the result of an amendment by MP Eduardo Bolsonaro (PL-SP), did not have the same reaction as the rapporteur. According to Forte the issue “is not an LDO issue”.

“This is an issue more focused on the question of customs and behavior of society, and all the topics that are raised there, in fact, are illegal activities. The way the text is placed there, it is already a redundancy, because public money cannot finance illegal activities in the country.”
