An examination of the machine vote in the election of the mayor in Sofia found insignificant differences between the number of ballots from the machines and the result that the devices report.
This points to the conclusion of two experts, who for several months have been comparing the results of the second round of the local vote in Sofia, recorded on the flash memories of the machines, on the one hand, and on the other – the number of paper ballots printed by them.
The conclusion is that the unaccounted votes for Vasil Terziev are more than those for his opponent in the runoff, Vanya Grigorova. And the discrepancy in the data would hardly change the final result of the second round of the elections in the capital.
This is what the two experts who prepared the conclusion said, BTA reported. However, it was not accepted, as the Central Election Commission (CEC) has not yet provided flashcards from 17 more sections.
The experts also said that part of the mandatory two flash drives for each voting machine is missing.
The secretary of the Municipal Election Commission in Sofia, Borislav Tasev, explained that all the numbered flash cards were handed over to the CEC with a protocol.
No change in result
Regarding the expertise, he said that 832 fewer votes were counted for Terziev from the flash memories of the machines compared to the data recorded in the protocols of the sectional election commissions. The difference for Vanya Grigorova is less than 300.
“This result does not change anything. Also, data from the flash drives was not taken into account. My opinion is that the purpose is to prove that the machines are not a secure way to vote.”Tasev commented.
The case continues in April
Vanya Grigorova’s lawyer finds that there are disturbing data in the flash drives. Some of them are related to the recorded dates, as well as in the zero file. “Some of the files are recorded with a year over 5000. This means that the flash drives do not carry any information. We do not want to compromise the machine vote, but to see what the weaknesses are”Milka Hristova also said.
Vasil Terziev’s lawyers explained that there is no problem with the information from the flash drives. The date established on some of them in the future is obtained from the use of different software that reads the cryptographic information. After its conversion, no problem was identified, the lawyers said. According to them, there are no defects in machine voting.
The case for the result of the runoff was filed by Vanya Grigorova. It will continue on April 26, when the data from the currently missing flash drives is expected.
