DHS Press Release
The Department of Homeland Security (DHS) announced the suspension of travel authorizations for these countries. “Out of an abundance of caution, DHS has temporarily suspended the issuance of advance travel authorizations for new beneficiaries while it conducts a review of requests for support.”
Due to cases of fraud in applications, US authorities decided to review the program. A DHS spokesperson stated: “DHS has review mechanisms in place to detect and prevent fraud and abuse in our immigration processes. DHS takes any abuse of its processes very seriously.”
Suspension date
Customs and Border Protection (CBP) stopped issuing permits for Venezuelans on July 6 and for the other three countries on July 18. This measure will allow for a thorough review of applications.
Benefits of Humanitarian Parole
As of June, nearly half a million people (494,799) from Venezuela, Cuba, Nicaragua and Haiti have benefited from humanitarian parole. The latest extension of the program in January 2023 offered a more accessible way to migrate to these countries.
DHS clarified that all CHNV beneficiaries in the United States have been thoroughly screened. “All CHNV beneficiaries currently in the United States have been thoroughly screened and vetted,” the Department of Homeland Security said.
What is Humanitarian Parole?
Humanitarian parole is a special permit that allows temporary entry to foreign persons for urgent humanitarian reasons or for a significant public benefit. This mechanism is used to:
- Family Reunification: Allowing relatives of U.S. citizens or permanent residents to enter in emergency situations.
- Medical treatment: Facilitate the entry of persons requiring specialized medical treatment not available in their country of origin.
- Protection of Human Rights: Provide protection to individuals facing danger, persecution or human rights violations in their countries.
- Emergencies and Humanitarian Crises: Address situations of natural disasters, armed conflicts or other crises that put the lives and safety of vulnerable people at risk.
Impact of the measure
The suspension of humanitarian parole is a temporary measure to strengthen the security and integrity of the immigration process. The reviews will help ensure that the program continues to benefit those who truly need it and prevent potential abuses.
