The “Regulation on Military Medical Expertise” approved by the Cabinet of Ministers Resolution No. 59 dated February 29, 2008 was amended. According to the new change, which will come into force on July 1, 2024, the Ministry of Labor and Social Protection of the Population will also supervise the medical certification during military service. What is the essence of the new change and in what manner will the ESMA control?
Publika.az Oxu.az reports that the head of the Department of Public Affairs and International Relations of the State Service for Mobilization and Conscription, Parviz Sadraddinov, explained the new procedure.
“According to the new procedural rule, during the medical examination of the conscripts to the State Service for Mobilization and Military Service, as well as in the case of those who were previously unfit, who come for re-examination, any doubts about unfitness or any diseases manifest themselves, they will be sent to the rehabilitation center under the Ministry of Labor and Social Protection of the Population will be given.
After being examined there, the act of the conscript will be presented to us, and based on that act, the State Service for Mobilization and Conscription will make a final decision,” said P. Sadreddinov.
The Press Service of the Ministry of Labor and Social Protection of the Population (MSPSL) has given a wide comment on the matter:
“According to President Ilham Aliyev’s Decree “On some measures related to the improvement of activities in the field of medical certification of citizens called up for regular military service”, from July 1, 2024, the medical certification of citizens called up for regular military service by the regional conscription commissions in the district, city, city final medical examination of those citizens will be carried out by the Ministry of Labor and Social Protection of the Population in order to make one of the following decisions:
– about fitness for regular military service;
– on deferment of conscription by being considered temporarily unfit for active military service due to health conditions;
– about unfitness for actual military service in peacetime, limited fitness in wartime;
– about unfitness for military service both in peacetime and in wartime.
Thus, with the exception of the category “fit for military service”, the final medical examination of citizens called up for active military service for a given period of time will be conducted by the State Medical-Social Expertise and Rehabilitation Agency (DTSERA) under the Ministry.
In order to conduct the final medical examination, the information resources and systems of the relevant state bodies (institutions) are integrated into the Centralized electronic information system of the Ministry of Labor and Social Protection of the Population.
DTSERA will carry out the final medical examination of the conscript based on the medical examination results transmitted by the State Service for Mobilization and Military Conscription and visual medical examination of the conscripts. The final medical examination of the conscript will be carried out by the Agency’s medical assessment commissions, and information about the results will be entered into the subsystem.
The relevant decision made will be included in the subsystem for the adoption of the decision on the certification of the conscript by the regional conscript commissions in the district, city, city. It will be ensured that the summoner will be informed about the relevant decision made through his electronic office.
Note that this process was slightly different before. So, if the conscript invited to the service was found to be unfit for service due to his health, then he was sent to various clinics for examination.
