Unified competition: calls for legal consultancy are ready

It’s closer than ever. The draft national unified public tender notices have reached the Legal Consultancy for analysis and opinions from the sector.

This indicates that the documents are already ready and depend only on two actions: the approval by the Legal Advice (Conjur) and the subsequent green light for publication by the Deputy Minister for Management and Innovation in Public Services, Esther Dweck.

According to the program, the announcement is scheduled for Wednesday 10th.

According to the ordinance to which Folha Directed by Qconcursos has access, the communications are “confidential”.

Last week the federal government confirmed that the notices will be published on the scheduled date of January 10.

The publication is highly anticipated, especially to confirm the information regarding the thematic blocks, the contents of the tests, the classification and disqualification criteria.

The expectation is that eight notices will be published, one per thematic block. The Ministry of Management and Innovation anticipated that the blocks will be divided into:

  • Public Administration and Finance;
  • Economic, infrastructural and regulatory sectors;
  • Agriculture, environment and agricultural development;
  • Education, science, technology and innovation;
  • Social Policies, Justice and Health;
  • Work and Pensions;
  • Data, technology and public information; AND
  • Intermediate level.
  • Last week Previc confirmed that he had requested the change to the Work and Pensions thematic block. However, it is not yet known whether the request has been satisfied.

    The calendar includes tests in May

    After the delays, the government published a new schedule for holding the unified competition. In addition to the announcement date, the registration period and when the tests will take place have already been confirmed.

    • 10 January 2024 – publication of the notice
    • From 19 January to 9 February 2024 – registrations
    • February 29, 2024 – release of final registration data
    • April 29, 2024: Confirmation cards released
    • May 5, 2024 – administration of tests
    • 3 June 2024 – publication of the results of the objective and preliminary tests of the discursive and written tests
    • 30 July 2024 – final publication of results
    • 5 August 2024 – start of call for inauguration and training courses

    Another significant change announced by the Ministry of Management and Innovation was the increase in the number of cities that will receive tests.

    “The change was also finalized after dialogue with the company chosen to carry out the testing. The expansion aims to ensure that metropolitan regions carry out testing in more than one city,” the government said.

    Previously, the application was planned in 180 municipalities, distributed across the five regions of the country.

    What will the tests of the Unified Competition be like?

    Candidates registered for the Unified National Competition will be evaluated through two phases.

    The first phase includes, in addition to the objective and discursive tests, also the medical examination and the quota verification procedure. Look down!

    1st phase of the Unified Competition

  • examination of skills and knowledge measured through the application of objective and essay tests, of a classificatory and elimination nature;
  • medical examination of candidates who declare themselves to be disabled, of a purely elimination nature, to verify whether they are actually people with disabilities, as well as the compatibility between the work duties and the disability presented by the candidates;
  • procedure for verifying the condition declared to compete for vacant positions reserved for black candidates, of an exclusively preliminary nature, in accordance with the provisions of the MGI Regulatory Instruction no. 23 of 25 July 2023;
  • procedure for confirming the declared condition for competing for positions reserved for indigenous candidates, of an exclusively preliminary nature, for positions at the National Foundation of Indigenous Peoples (Funai), pursuant to art. 7 of provisional provision no. 1,181 of 18 July 2023.
  • In the second phase of the CNU, candidates will carry out a qualifying assessment of the qualifications held.

    The organizing committee will be responsible for all calls, applications, results and assistance to the candidate.
