In 2011, Li retired and Tiet Heng became Director of the Liaoning Provincial Police. Before retiring, Ly not only helped Tiet reap many benefits in underground transactions with businesses, but also taught him how to abuse power to profit while enforcing the law.

Although he only held the position from 2011-2013, Tiet repeatedly used the power in his hand to help businesses avoid legal punishment; operating underground business; involved in many project contracts in Liaoning province…

“Tiet has a friend named Bach Ngoc Than, who is a business owner. Of the total 135 million Yuan (462.3 billion VND) that Tiet received in bribes, Bach alone gave him tens of millions of Yuan. Tiet wants a house to have a house, wants money to have money, wants a car to have a car all given by Bach. This makes Tiet see the value of his position,” commented CCDI investigator Ton Dinh.

By 2013, Wang Daiwei became head of the Liaoning Provincial Police. Following his predecessors, Vuong often meets with many businessmen in Liaoning to discuss how to resolve legal issues during business operations.

Take the case where Vuong once ran a case for Trung Vuong Industrial Extruded Aluminum Products Group as an example. Of the 555 million Yuan (1,901 billion VND) that Vuong received in bribes, more than half came from Chairman of Trung Vuong Group Luu Trung Dien.

In 2017, a law violation case involving Trung Vuong Group was brought to light, causing a vice president of the group to be arrested. Luu Trung Dien was worried that if the police continued to investigate, he would be implicated, so he asked Vuong through an intermediary to “handle the case gently, and not investigate further.”

After the incident was resolved peacefully, Vuong asked to meet Luu Trung Dien. When Luu first met, he gave Vuong 40 million Yuan (137 billion VND) and 4 million USD (98 billion VND). “That amount of money was contained in 22 boxes, making it impossible for the car used by Vuong to transport the money to climb the slope in the parking garage. Over the next few months, Luu gave Vuong Dai Vy another 200 million HKD (nearly 630 million VND),” said CCDI employee Khau Van Tien.

According to CCTV, Ly Van Hi, Tiet Hang and Vuong Dai Vy were respectively investigated and prosecuted by Chinese anti-corruption agencies in 2021, 2022 and 2023.
