The Labor Ministry warned that the conditions for the approval of the bill that seeks to implement unemployment insurance are not given.
Although the country remains one of the few in the region without this type of social coverage, the authorities insist that the initiative must be built through a real consensus between workers, employers and the State.
Alejandra Garcete, director of Social Security of the Labor portfolio, was blunt about it: “Just as the conditions are, no.”
He explained that although initially the Ministry supported the proposal, serious doubts arise about its financial viability. “We are especially concerned if there will be an increase in contributions and how that will impact on the employer sector,” he added.
One of the most critical points revolves around insurance financing. The original project did not contemplate a rise in the contribution of 2 % currently carrying out workers and employers to the forecast system. However, after recent changes in the Organic Charter of the Social Security Institute (IPS), that increase began to be considered as one of the sources of financing.
“We need to return to the dialogue table. This is an issue that requires the commitment of all sectors because the problem knot remains the same: how to finance benefits without creating new loads or discouragement, especially in a delicate economic context,” Garcete concluded.
