The text of the draft law relating to the cinematographic industry and the reorganization of the Moroccan Film Centre, a copy of which is available to Hespress, states that more than twenty years after the issuance of the law relating to the regulation of the cinematographic industry, it has become clear that this law no longer keeps pace with the progress that the cinematic sector is experiencing. various levels, especially at the technological level in the field of the cinematic industry, adding that “the developments that concerned the governance mechanisms related to regulating the cinematic industry, especially the Moroccan Film Center, prompted thinking about reviewing Law No. 70.17 to reorganize the Moroccan Film Center in order to enable it to keep pace with developments taking place in field, by strengthening its role in developing the film industry, in order to achieve the transition aimed at advancing Moroccan cinema in its economic and investment dimensions.”
According to the same decree, this project aims to “create an advanced cinematic industry that lives up to the country’s aspirations, and is based on the principles of governance, competitiveness and equal opportunities, and to establish the principles and rules of transparency in transactions related to the cinematic industry.” In addition to qualifying the film sector to be a lever for economic, social and cultural development, and pushing it towards professionalism to keep pace with developments and competitiveness at the international level, while granting the Moroccan Film Center new specializations that enable it to advance the film industry and promote Morocco as a destination for filming films, develop the sector and rationalize its management.
Among the developments approved by the government is the creation of a project for the Mark of Excellence under the name “Studio Mark,” which the Moroccan Film Center will grant to those practicing professional activities related to the film industry in accordance with the standards and methods specified in a regulatory text, as well as the creation of a national cinema registry through which contracts concluded in the field of cinema will be announced. Producing, distributing and commercially exploiting cinematic films, and collecting data related to the cinematic industry.
The text of the project added that it has become necessary to obtain prior authorization from the Moroccan Film Center to organize the first session of film festivals and events, in addition to including new obligations related to programming Moroccan films in cinema halls according to the number of screens they have, to encourage national cinematic production, while stipulating the allocation of a screen.
