Declaration on human rights and the democratic State.
The signatory organizations point out that:
The recovery of democracy in Chile was a long and painful process of different political and social actors destined to guide the country along the path of the rule of law and the guarantee of human rights.
In these more than thirty years of democracy, civil society organizations have participated, through multiple actions, in its deepening and improvement, having as a framework of action human rights and the legitimate demands for greater freedom, equality and autonomy for who inhabit this territory.
The signatory human rights organizations observe with concern that the reprehensible murders of three police officers have been used as an excuse to justify legislative reforms contrary to Chile’s commitments on human rights.
Promoting legislative initiatives aimed at reinstating the death penalty, military justice for civilians, discretion in the use of force by the police, amnesty for those who exercised police and institutional violence during the social outbreak and the militarization of the country, are contrary to the respect and protection of human rights.
Those who seek, through actions and speeches, to create a false contrast between human rights and security are undermining the State and the democracy that cost so much to recover. Easy, populist solutions, without considering the civilizational advances that humanity has achieved through human rights, will only weaken democratic coexistence and bring more violence. None of the proposed measures is based on evidence that allows us to affirm that restricting our rights will make us more secure. The experiences of other countries in our region have already demonstrated their ineffectiveness and have produced more violence, more pain and more deaths.
Human security can only be guaranteed through means that respect and guarantee human rights, which represent an insurmountable limit for the exercise of power and the regulatory framework that allows us as a society to deliberate without violence and with a common ethical minimum. We call on the authorities to remember that the link between a democratic State and human rights is the essential environment for the effective protection of the rights of all the people who inhabit this country.
