Turk specifically cited the “unprecedented” level of killings of civilians in Gaza, including UN staff and journalists, the humanitarian crisis caused by restrictions on humanitarian aid, the repeated displacement of at least 75% of the population, the massive destruction of hospitals and other civilian infrastructure and the “periodic destruction” of entire neighborhoods, making Gaza “significantly uninhabitable.”
The High Commissioner for Human Rights emphasized that the attacks by Hamas on October 7 and the rocket attacks by Israel are also war crimes.
