According to the investigation, at about 9:30 a.m. on January 31, a working group consisting of the Economic Police force of Hai Ba Trung District Police presided over and coordinated with the Economic Police force of Hoan Kiem District Police, and Chuong Ward Police. Cuong bought the remaining smuggled cigarettes on the market without invoices and documents to resell them to customers in need to make a profit. The case is being extensively investigated by Hai Ba Trung District Police Department.
