In the Aktobe region, the authorities did not take action after the previous floods, says Mazhilis deputy from the AMANAT party Maksat Tolykbay, reports Liter.kz
He noted that floods are an annual occurrence, as are government reports on flood preparedness.
Spring is approaching, the government’s promises also remain in words. There is no point in reporting that “we are fully prepared for a flood, in case of an emergency we will withstand it,” Tolykbai expressed his dissatisfaction in a request to the Prime Minister.
He shared the results of his trip to the flooded regions of the country. According to the deputy, the akimats have no connection with the ministries.
Yes, such incidents do not come with a warning. But they still saw that it was snowing heavily. The problem is the lack of communication between local akimats and the government. We only deal with the consequences. In addition to floods and landslides, there are countries in the world that have taken measures to protect against tsunamis and volcanoes. And in some of our areas, we don’t have the boats or rubber boots we should have at the ready. The instructions of the Ministry of Emergency Situations were not fulfilled. There is no connection between akimats and ministries,” he said.
Secondly, the deputy noted the lack of qualified specialists in the field of water management.
We did not see the coordinated work of hydrologists and hydraulic engineers. In other words, nothing can be fixed without creating conditions for scientists,” Tolykbay noted.
He also named the reasons for the repeated flooding of villages in the Aktobe region.
This time last year, the AMANAT party was purchasing construction materials for several houses washed away by floods in the Kobdinsky district. Unfortunately, these houses were flooded again because the construction of a dam that had begun in Kobda was stopped by the local prosecutor’s office after discrepancies were discovered in the design documentation. Also in the flooded village of Kumsay in the Aktobe region, the oil company blocked the sluice and water poured into the village. In the end, it looked as if the floodgate had been closed deliberately. This issue needs to be carefully monitored. The same situation is likely to happen in other regions, the Majilisman suggested.
In addition, he is concerned about the provision of temporary housing to villagers in flooded areas.
It will take at least four to five months before the commission calculates the cost and the houses are built. Where will the people living off livestock go at this time? They cannot lie quietly in college while the cattle graze in the pastures. Tomorrow there will be another problem that will torment people. There are still no documents for some flooded houses in remote villages. I won’t talk about cattle that don’t have earrings on their ears. When did the Kazakhs draw up documents for a stable in the village? What are we going to do about this? Will they stay on the street? We should think about this aspect too,” he suggested.
The deputy also thanked concerned citizens for their assistance in flood control measures.
This time we saw how local residents in remote villages prepared hot food and clothes for the rescuers. We express special gratitude to the residents of each village who worked day and night to build dams from bags. When you see such unity of the country, it is impossible to hold back your tears,” he said.
At the same time, he warned of impending floods in North Kazakhstan, East Kazakhstan and Pavlodar regions.

Only helicopters and heavy equipment can pass through. Therefore, it is necessary to pay close attention to providing these regions with the necessary food, medicine, and feed,” suggested Tolykbai.
The deputy suggested that the government consider the following recommendations:
- expand the special water protection zone of the banks of all rivers in Kazakhstan to four kilometers and resettle in elevated areas away from the banks of rivers, lakes, and reservoirs during housing construction and land acquisition;
- create artificial canals, build reservoirs in the most dangerous areas, and relocate water intake drains and pumps so that large and transboundary rivers flowing from the mountains do not overflow their banks when snow and rainwater are added;
- provide villages located near rivers and lakes with the necessary equipment, boats and special uniforms;
- pay attention to the training of hydraulic engineers;
- consider deferring the payment of all agricultural loans to farmers in areas declared under a state of emergency for up to three years.
Earlier it was reported that another child drowned in melt water in the Aktobe region. He was playing with friends on the street and fell.
