“Crime and Punishment in the Religions of the World”, the sixth excellent and well-known work of the eminent scientist Ilham Rahimov, can be considered as a fundamental work that finds answers to the issues that cause discussions among scholars working in the field of criminal law in St. Petersburg. After Professor Ilham Rahimov was elected as an academician of the Russian Academy of Sciences, this work, which was published in Russian in the well-known publication “Yurudichesky Center” of St. Petersburg, is on the agenda. This is a historical-revolutionary event in the legal society.
Publika.az informs that Professor Muhammad Imanli said these words in his statement to Telegraf.com.
According to him, with this work, the author put an end to the irreconcilable scientific discussions of the role of religions in the evolution of the ideas of the institution of crime and punishment, which have been put forward for 100 years in the field of copyright law:
“In this work, the essence and social role of punishment in world religions is revealed in detail by showing not only the legal, but also the historical, religious and philosophical aspects of the concept of crime and punishment. The work under review also stands out from others by examining social studies, theoretical approaches, and extensive exploration of these theoretical perspectives. This work of the eminent scientist is dedicated to the completion of progressive ideas, excellent legal ideas, legal-philosophical views, criminal law views put forward in the work “Religion and Punishment” published in 2020. Ilham Rahimov’s six great and excellent works published in recent times create an impression among world scientists that he created a revolution in the field of criminal law science.
From a theoretical point of view, it can be said that these works will be written in red letters in the history of the newest criminal law of the 21st century. It goes without saying that Professor Ilham Rahimov has dedicated his whole life to science and is the main author of the idea related to criminal law science and penal policy in the 21st century. I remember very well that Ilham Rahimov was invited to the university to lecture at the insistence of the rector of Baku State University (BSU) and the head of the Department of Criminal Law in 1993-1997, even though he had a lot of work. When Mr. Ilham lectured, the auditorium would be full of students. Full-time, part-time, evening shift students would say “Ilham teacher didn’t check magazines” and would come to listen to lectures. They wanted to learn new ideas from Ilham teacher. Therefore, everyone would rush to his lecture, wanting to learn a new idea about punishment.
Back then, the professor always created discussions in the department with very serious claims. At that time, as a young teacher, I was involved in the organization and management of classes in the dean’s office, and I was also a teacher of the department. I have witnessed all this live. We used to ask the students, why do you leave other classes and come to teacher Ilham’s lecture, other teachers are waiting for you in the auditoriums. And they answered that this is interesting for us, Ilham teacher will explain his new idea about criminal law and punishment in a comprehensive way today, and we want to learn something.
Later, as luck would have it, I had close relations with the Faculty of Law of Lomonosov Moscow State University in Russia, and I began to regularly participate in conferences held by the Department of Criminal Law. I first heard about Mr. Ilham from the head of the criminal law department at the time, an outstanding criminologist, a scientist in the field of criminal law, who was unambiguously accepted in the USSR, Nilya Fyodorovna Kuznetsova. While speaking at one of the international conferences on the legal development of other nations from the Caucasus and the international development of the science of criminal law, he mentioned Ilham Rahimov, who suddenly became the first and youngest of the republics of the USSR, at the age of 35, to be named a professor of criminal law and a doctor of scientific legal sciences. His special mention of being an Azerbaijani doctor of legal sciences and bringing new ideas to criminal law is an unforgettable history for me and those sitting next to me in the hall. Because at that time, I was aware of the state of legal scholars from both Armenian and Georgian nationalities in the hall after this speech. More recently, at the next congress of the Russian Criminal Law Congress held in Arkhangelsk region, after certain speeches, the recent innovations in criminal law and scientists who put forward new ideas began to be discussed. In particular, when no one expected it, Vladimir Komissarov, head of the crime department at Moscow State University at that time, professor, outstanding scientist, began to say good things about Ilham Rahimov, a prominent scientist at the Department of Criminal Law. Everyone could probably tell the joy I felt when I handed out his latest book to everyone sitting in the hall.
Then, in 2007, the dean of the Faculty of Law of St. Petersburg University invited me to the conference held on the occasion of his 55th anniversary. At that time, I was a live witness of what his teachers, colleagues, scientists and the dean of the law faculty of that time, prominent graduates of Petersburg University, said in his speech about his studentship, post-graduate studies, doctoral studies at the Faculty of Law of St. Petersburg University where Ilham Rahimov was studying. The fact that the bearers of these ideas were proud of Ilham Rahimov, of course, after a certain period, today finds its historical confirmation in the works he wrote. Colleagues who remember the most pleasant days about Professor Ilham Rahimov said that every student tries to leave such a mark in the university he studies. But I think it was the luck of the eminent scientist Ilham Rahimov that someone from a country far from his homeland became the pride of the university. Because now thousands of lawyers turn to his work, he has become a luminary for the new generation of lawyers. Ilham Rahimov, of course, worked day and night in this field and created those works that played a great and historical role. The professor’s birthday is approaching, I congratulate him on behalf of thousands of lawyers, I wish him new creative successes and good health.”
