The president of Ecuador, Daniel Noboa, signed a decree on Tuesday declaring internal armed conflict in the face of the violent situation experienced in the South American country.

Through his account on the social network X, the president announced the decision and shared the decree.
Article 1 of the document recognizes “the existence of an internal armed conflict, on the basis of the considered part of this decree and the applicable legislation in force”.

Furthermore, the state of emergency declared the day before is established as an additional cause and transnational organized crime groups were identified as “terrorist organizations and belligerent non-state actors”.
The decree also orders the Armed Forces to “carry out military operations, in compliance with international humanitarian law and with respect for human rights, to neutralize the groups identified in Article 4 of this executive decree”.
teleSUR correspondent Elena Rodríguez reported that this measure is applied after a series of acts of violence recorded between Monday night and Tuesday nationwide, including the occupation of the facilities of a media outlet in Guayaquil by criminals .
Despite the state of emergency decreed by President Noboa, “on the night of Monday 8 January a series of incidents classified as terrorist acts were recorded: car bombs, fires at petrol stations, the taking of prison guides hostage and the transmission of messages from part of criminals through different social networks,” Rodríguez said.
Pronouncement of the National Assembly
The deputies of the National Assembly informed the country of the decisions and actions taken during an urgent meeting with all parliaments and representatives of the various political organizations on the current situation.
According to a statement released by Parliament, they expressed their support for the Armed Forces, the National Police and all officials “in charge of respecting and enforcing the Constitution and the law” and specified that this “includes the adoption of pardons and/or or amnesties in cases necessary to guarantee the work of these entities”.

The Brazilian Foreign Ministry released a statement indicating that the Government “monitors with concern and condemns the violent actions carried out by organized crime groups in several cities of Ecuador.”

For its part, the Colombian Ministry of Foreign Affairs also shared a statement in which the Government expresses its “explicit and unequivocal support for democratic institutions and the rule of law” in Ecuador.
