The National Assembly passed an absolute ban on alcohol while driving

At this session, the National Assembly Standing Committee asked delegates for their opinions and 388 delegates gave their opinions. Of these, 293 delegates agreed with the “ban on driving vehicles participating in road traffic with alcohol in the blood or breath”.

There were 95 delegates who proposed “banning the lowest limit of alcohol concentration in blood and breath for drivers participating in road traffic”.

Based on the majority of delegates agreeing with this regulation, the National Assembly Standing Committee proposed that the National Assembly continue to implement the regulation prohibiting driving vehicles on roads with alcohol concentration in blood or breath.

In addition, the National Assembly Standing Committee has directed to supplement and assign the Ministry of Health to regulate the determination of alcohol concentration and endogenous alcohol concentration in the blood as a basis for determining cases of alcohol concentration due to the use of wine, beer or other alcoholic beverages.

In addition, some comments suggested adding the regulation “children under 10 years old or under 1.35m in height traveling in passenger cars with less than 10 seats must not sit in the same row as the driver.” when participating in road traffic”.

There is a proposal to remove the content “without an adult sitting with” when transporting children in cars.

Receiving comments, the National Assembly Standing Committee directed the revision of Clause 3, Article 10 of the draft Law.

Regarding ensuring traffic order and safety for cars carrying students and preschool children, the National Assembly Standing Committee proposed that the National Assembly supplement regulations on cars transporting students and children. Preschool children or transport business cars combined with school pick-up and drop-off activities, preschool children must have devices with the function of warning and preventing children from being left in the vehicle.
