In the future, state funding to sports federations recognized under the Law on Sports, the Council of the Latvian Sports Federation (LNSP), the Latvian Olympic Committee (LOK) and the Latvian Paralympic Committee will be managed centrally by the Ministry of Education and Science (IZM), the government decided on Tuesday, approving the financing procedure for sports organizations.
The Ministry of Education and Culture will have to guarantee the distribution of funding according to the criteria and regulations of the approved tenders, monitoring the use of the program and funding.
The criteria for granting funding to sports federations were presented by the Ministry of Education and Culture for consideration during the meeting of the National Sports Council of Latvia on December 6, 2023. On the other hand, sports federations, LNSP, LOK and the Latvian Paralympic Committee must submit an application to receive the funding by January 10 this year.
Decisions regarding sports federations and the Latvian Paralympic Committee will be made according to the procedures specified in the Law on Administrative Procedure, but regarding LNSP and LOK – according to the procedures specified in the Law on State Administration.
In the subprogram of the state budget “Grants for the support of sports organizations, programs and events” this year the total financing is expected to amount to 17,917,415 euros. Of these, around 3 million euros could be allocated to sports federations according to the approved criteria. This is 50% more than in previous years, estimates the Ministry of the Interior.
According to the Ministry of Internal Affairs, such a solution will make it possible to ensure efficient and transparent use of state budget funds, excluding the possibility of double financing, as well as reduce administrative expenses of state budget funds and create prerequisites for implementation of the principle “one organization – one contract”.
Enumerating the benefits of the new procedure, the Interior Ministry also mentioned the reduction in administrative costs of at least 300 thousand euros. The Ministry will allocate the funds saved to sporting activities for children and young people.
