BUDGET INCREASE AGAINST 10%
In the approval of the modification of the study of the project “COMPLETION OF THE BIG RING OF THE CITY OF IOANNI (PANIPIROTIKOU STADIO – VOGIANO JUNCTION)” in terms of the improvement of the subsoil with gravel piles and the construction of a standard embankment, the municipal committee of the municipality of Ioannina proceeded, by majority, with its decision.
As emphasized in the proposal, the Directorate of Technical Services, through additional geotechnical investigations, came to the conclusion that “for the subsoil of the project area, there are clear indications of the existence of liquefiable layers of practically zero cohesion, and of high compressibility”.
To address the above issues and in order to ensure an artful construction and sustainable solution for the project, it is proposed to construct gravel piles and the embankment to be constructed in a “conventional way and materials”, as the construction of a “special” embankment made of high density expanded polystyrene ( EPS), initially foreseen in the study, on the one hand does not offer further security to the construction and on the other hand – due to the high risk of flooding in the area – there is a risk of the construction floating.
In his presentation, the president of the Commission, Thomas Giotitsas, emphasized that the exact same proposal came in 2022, but was not adopted by the municipal authority at the time.
“It seems to be the only way to move the project forward, if more problems arise in the future we are here to deal with them. We all want the project to be completed”, Mr. Giotitsas concluded.
The History
In order to reach this decision, a lot has happened.
In February 2022, the contracting company “Ergodynamics of Patras” received the green light from the Municipality of Ioannito to carry out additional geotechnical investigations for the specific section that passes through the Tsamara Anatoli wetland, near the Panepirot Stadium.
In August of the same year, the technical services of the Municipality as well as the Technical Council of Works of the Region of Epirus accepted the construction method indicated by the additional geotechnical investigations: an embankment with reinforced concrete instead of the “light” embankment as foreseen in the study.
However, the former municipal authority did not accept this solution, asking the technical services to find an alternative to avoid the additional cost of 2 million euros, but the case remains in the middle.
The new municipal authority found the case open de facto. At the meeting of the Municipal Council two weeks ago, Mr. Begas announced that “we will necessarily proceed with the embankment process with gravel piles. And unfortunately this will be funded by resources through the new Sustainable Urban Development strategy,” he stressed.
It should be noted that the project of the big ring (Voiannou-Panipiroki Stadium junction) passes as a bridge project in the new operational program “Epirus 2021-2027” through the Sustainable Urban Development strategy. With these data, a new supplementary contract will be needed. It is expected that a modification of the environmental impact study will also be required.
