In December 1997, Doan was appointed Deputy Secretary of the Jinan Municipal Party Committee. This man immediately used the power of ‘influence’ to bring Lieu into the personnel apparatus of the Jinan City Department of Finance. To pamper his lover, Doan bought a house and a car for Lieu, and also welcomed Lieu’s parents and sisters from the countryside to live in Jinan.
In order to blind public opinion about his relationship with Doan, Lieu Hai Binh married a man. In front of her husband, Lieu always pretended to be a good wife, but as soon as she had time, she would find Doan to satisfy her desires. The poor husband, after learning about his wife’s affair with the big boss, immediately divorced Lieu.
During this time, Lieu gave birth to two children and always affirmed to Doan that they were his children, and at the same time demanded that this official leave his wife to give him a position. But Doan was then holding the position of Chairman of the Jinan City People’s Council and a Delegate to the Chinese National Assembly, so he did not accept Lieu’s request. From then on, the relationship between Lieu and Doan arose into conflict.
Died tragically at the hands of a powerful lover
Although he did not agree to marry Liu, in 2006 Doan still supported his lover to become a senior officer at the Jinan Land Resources Department. But Lieu found that was not enough. One time, Lieu arranged to meet Doan and asked him to marry her or else he would denounce Doan’s actions to the leaders of Jinan city. A fierce argument ensued between the two, and Doan came up with the idea of hiring someone to kill his lover.
On July 9, 2007, Hoa asked his nephew Tran Chi, deputy captain of the Jinan city police, to plant a bomb in Liu Haiping’s car. The explosion caused by the bomb immediately killed Lieu and injured two passersby.

Chinese security agencies quickly intervened, and just a week later arrested the mastermind of the car bomb attack. Before investigators, Doan declared that his relationship with Lieu was just a passing relationship, but the woman kept asking him to take care of the rest of her life and threatened to announce everything if she did not agree. .
In August 2007, Doan and his accomplices were brought to justice. According to the verdict of the People’s Court of Zibo City in Shandong Province, Duan Yihe and Chen Zhi were sentenced to death.
