The need for the adoption of the draft government decision “On approving the procedure for the organization and implementation of aviation security control at the airports of the Republic of Armenia” N 944-N is due to the International Civil Aviation Organization (ICAO) No. 17 “Security, protection of international civil aviation is illegal” of interference acts” by implementing the conditions defined by the new 12th edition (clause 2.5), as well as by using the latest technical solutions and the latest security systems for baggage screening in order to ensure fast and quality baggage service at the airports of Armenia, which will enable the introduction of the latest technologies and innovative technologies in the aviation security work processes and ensure the implementation of their operational procedures.
Currently, the control procedures for entering the special control zone of airports are carried out by identifying employees’ passports, and the Rapiscan MVXR 5000 type screening equipment used in the baggage screening process enables 70% of the necessary aviation security requirements to be met during baggage screening, and 30% is ensured by double screening of baggage. and through observational screening procedures.
However, due to the increase in passenger traffic during the period 2022-2023, there is a need to introduce and apply the latest technologies and innovative processes, including biometric access control equipment and a new type of Rapiscan RTT110 baggage screening equipment, which will ensure 98 percent of baggage screening, and 2 screening of the percentage, which the equipment will automatically send to the second stage of screening, will be carried out through the use of separate equipment screening and visual screening procedures, which will enable airports to provide rapid baggage screening procedures in full compliance with the standards set by ICAO.
The adoption of this decision of the Government of the Republic of Armenia will contribute to the introduction and use of the latest technologies in aviation security at airports, will speed up baggage handling processes and increase the level of aviation security at airports. With the adoption of the project, there is no need for additional funds and changes in the state budget revenues and expenses.”
