Entitled “The Sahara File … Towards Controversy Moroccan Sovereignty”, a new book by Samar Al -Khameshi, Professor of Political Science at Mohamed V University, presented a “deep strategic analysis of one of the most prominent regional conflicts in the Arab world and Africa”, through a “accurate strategic vision supported by multiple documents and references.”

This book, published in French, addresses “researchers, decision makers, and everyone who is concerned with the issues of sovereignty, legitimacy and geopolitical transformations in the Maghreb region”, and highlights “historical, legal and geopolitical backgrounds of the Moroccan position on the Sahara issue.”

The book opens, according to its paper, with a “detailed presentation of the historical and legal foundations to which the Moroccan claim is based, based on archive documents, international judicial decisions and diplomatic data. The advisory fatwa issued by the International Court of Justice in 1975 has an accurate analysis, as it is a legal reference that highlights the existence of historical pledged allegiance links between the Sahrawi tribes and the Moroccan state.”

The author also devotes “an important section to highlight the manifestations of concrete Moroccan sovereignty through huge investments in the southern regions, and the implementation of major strategic projects such as building the Atlantic port, expanding infrastructure, and renewable energy projects”, with reference to “the increasing diplomatic momentum, especially through the opening of a number of foreign consulates in the cities of El -Ayoun and Dakhla”; Which you consider “an implicit recognition of Moroccan sovereignty.”

The new book criticizes the role of the United Nations, in particular the mission of the MINURSO, which the writer considers “unable to keep pace with the developments of the file”, with the proposal “transferring the file processing to an alternative regional framework, such as the League of Arab States to activate self -government”, and providing “perceptions of several future scenarios, from diplomatic solutions to a possible military escalation in the event of continued stalemate.”

With the adoption of the legitimacy and reality of the Moroccan Sahara, the author of the “Sahara File” is characterized by “scientific sobriety, and is based on reliable legal, economic and political sources, which gives the work important academic credibility.”
