These stations have gone through all the planning procedures in the planning institutions and have already been discussed in the past in the government and were not approved, but were sent back for discussion at the Vet. The support for planning approvals comes first of all from the Ministry of Finance, as well as from parties in the energy sector such as the Nega Company for the Management of the Electricity System and the Electricity Authority. The first advantage is financial – the more approved programs there are, the more competitive a procedure can be held between the entrepreneurs for their establishment while reducing the availability fee that the owners of the station will receive, during the hours it is not producing.

Another advantage arising from the actual construction of new stations is the possibility to stop or reduce the use of outdated and much more expensive stations, which are less reliable. The third reason is geographical. The increase in demand for electricity in the Gush Dan area is higher than in the rest of Israel. The first priority was to build a new power station instead of Reading, but the implementation of the government’s decisions to close Sde Dov and build a residential neighborhood in its place made the plan to renew Reading impractical, given the short distance between the planned towers and the station chimneys.
