At 5:15 p.m. on February 27, 2022, through the camera system, the Detention Center staff discovered Trieu Quang Binh lying on the floor, but did not see him moving, so they reported to the commander to examine Binh. Through examination, the Detention Center medical staff found that Binh had a slow heart rate and difficulty breathing, so they reported to the unit to take Binh to the emergency room. Binh died on the way to the emergency room.
According to the forensic examination conclusion, the cause of death of victim Trieu Quang Binh was respiratory failure due to acute pulmonary edema caused by multiple old soft tissue injuries.
During the investigation, the defendants admitted the crime and said that because they were frustrated with Binh’s violation of detention rules many times, they beat him.
In addition to being prosecuted for using corporal punishment, Vo Thanh Dat was also prosecuted for being irresponsible in allowing a detainee to escape.
Specifically, at around 3:30 p.m. on July 30, 2020, Dat used a plastic bucket with a metal handle to hold food rations and brought it into cell A12 to distribute to detainees, then left the bucket in the cell.
At around 1am the next morning, waiting for the detainees in the same cell to fall asleep, Nguyen Vu Thai removed the handle of the food bucket and straightened the metal bar into a piece about 20cm long, then used the metal bar to pry open the lock of the iron bar door installed inside the cell, opened the iron bar door, climbed up the door and used the iron bar to pry open the ventilation fan above the cell door.
Once out of the hallway, Thai continued to use the iron bar to screw the fence joints and climbed to the roof of the second floor of the detention house. Seeing that guard post No. 2 was unguarded, Thai climbed over the roof of the guard post and jumped out to escape.
After hiding out, Thai returned to visit his wife and children in Binh Hung Hoa B ward (Binh Tan district, Ho Chi Minh City), then went to An Giang province to commit many property thefts. Thai was then arrested by Chau Thanh District Police (An Giang) and sentenced to 1 year in prison by the Chau Thanh District People’s Court for property theft.
