The CGU (Comptroller General of the Union) dismissed this Friday (12) the lawyer Luciano de Freitas Musse, former project manager of the executive secretary of the MEC (Ministry of Education) under Milton Ribeiro, for involvement in the scandal of the pastors suspected of managing a business desk in the department.
As a result, Musse will not be able to take on public office for eight years. At the time of the scandal he held the position of project director linked to the executive secretariat of the MEC, then occupied by Victor Godoy Veiga.
Musse had already been fired in March 2022, but nothing prevented him from holding another public office.
The body completed the administrative disciplinary process that investigated the public agent’s participation in the actions of evangelical pastors Gilmar Silva dos Santos and Arilton Moura Correia in the release of MEC resources to mayors.
According to the comptroller’s office, the server was part of the team of herders who solicited bribes from municipal representatives to release the MEC funds. Despite not being public employees, the pastors advised Minister Milton Ribeiro and mediated his meetings with mayors.
“The defendant was described by witnesses as a sort of security guard for the shepherds,” the agency writes. “It was also shown in the trial that the accused had received R$20,000 on the recommendation of one of the pastors.”
To decide on the dismissal, the body heard witnesses, including some mayors who were allegedly asked for the bribes.
One of the proofs was the deposit and issuance of a ticket for the server by the city of Piracicaba (SP) to participate in an event organized by the herders, despite the connection with the MEC.
Musse was arrested by the Federal Police, who also arrested Ribeiro, the pastors Gilmar Santos and Arilton Moura and Helder Bartolomeu, former councilor of the city of Goiânia.
