Recently, at a meeting of the Central Election Commission, the issue of organizing training for all members of election commissions and other participants in the electoral process during the preparation for the early elections of the President of the Republic of Kazakhstan, scheduled for June 9, 2019, was considered. – Three months ago, new election commissions were formed. Do you think the updated composition will be able to handle the extraordinary election campaign?
– Currently, the total number of members of election commissions at all levels in the country is 69,509 people. An analysis of the new composition of election commissions showed that the renewal occurred by 40.4%. At the same time, less than two thirds of election commission members have practical experience in organizing election processes and participating in several election campaigns. It should be noted that when forming precinct commissions, special attention was paid to maintaining continuity in the work of election commissions.

– There’s only a little time left before the elections; won’t the training you organize take people away from work?
– The fact is that every election has its own specifics. And election organizers are required to know all the smallest nuances. Over the past inter-electoral period, the Central Election Commission has taken a set of measures. By the way, according to the Concept of Electoral Training for organizers and other participants in the electoral process, approved at the meeting of the Central Election Commission on October 5, 2017, the appropriate legal framework for organizing electoral training was prepared.
We have chosen the most convenient algorithm for training members of election commissions of all levels – cascade training. And during this election campaign, by the end of April of this year, we plan to complete electoral training for all new members of territorial election commissions. By the end of May we will train all members of precinct election commissions. In addition, in May the CEC will organize seminar-meetings in the regions with the participation of members and staff of the CEC apparatus.
