According to the announcement issued on August 16 by the Party Central Office, the Party Central Committee held a meeting on the same afternoon to decide on introducing personnel and giving opinions for the Politburo to introduce personnel to complete the leadership of a number of state agencies for the 2021-2026 term according to regulations.
The Central Executive Committee elected three additional members to the Secretariat.
These people include: Mr. Nguyen Duy NgocMember of the Party Central Committee, Chief of the Party Central Committee Office; Senior Lieutenant General Trinh Van QuyetMember of the Party Central Committee, Member of the Standing Committee of the Central Military Commission, Director of the General Department of Politics of the Vietnam People’s Army; Mr. Le Minh TriMember of the Party Central Committee, Secretary of the Party Committee, Chief Justice of the Supreme People’s Procuracy.
With the election of three additional personnel at this Central Conference, the 13th Party Central Committee Secretariat now has 12 members.
Supreme People’s Procuracy Chief Le Minh Tri, Central Party Office Chief Nguyen Duy Ngoc and General Political Department Director Trinh Van Quyet were elected by the Central Committee to the 13th Party Central Committee Secretariat (Graphics: Tuan Huy).
The Secretariat is an agency established by the Central Executive Committee of the Party to supervise the implementation of Party policies and decide on a number of issues as assigned by the Central Executive Committee.
The Secretariat is elected by the Central Executive Committee, consisting of the General Secretary, a number of Politburo members assigned by the Politburo, and a number of Secretariat members elected by the Central Executive Committee from among the Central Committee members.
Mr. Le Minh Tri Born in 1960, from Ho Chi Minh City, he is a Bachelor of Law. Mr. Tri is a member of the Party Central Committee, 12th and 13th terms; a National Assembly delegate, 14th and 15th terms.
Having worked in Ho Chi Minh City for a long time, Mr. Tri held the position of Deputy Head of Security Staff, then Deputy Head of Department A12b, Secretary of the Deputy Minister of the Ministry of Home Affairs (now the Ministry of Public Security).

After that, he worked as Secretary of the Chairman of the Ho Chi Minh City People’s Committee, Deputy Chief of Office of the People’s Council and People’s Committee for more than 3 years. Next, he successively held the positions of Chairman of the People’s Committee of District 11 and Chairman of the People’s Committee of District 1, Ho Chi Minh City, before holding the position of Vice Chairman of Ho Chi Minh City in early 2010.
Since mid-2013, Mr. Tri has been Deputy Head of the Central Internal Affairs Commission and was elected Chief Justice of the Supreme People’s Procuracy in April 2016, holding this position since then.
