According to the explanation of the People’s Committee of Sam Son city, in 2019, the locality invested in building a wastewater collection pipeline west of Ho Xuan Huong street, then a number of businesses and accommodation establishments were connected to it. Due to the power outage, the pumping station system stopped operating and some businesses and accommodation establishments discharged wastewater directly into the rainwater collection system, causing water to stagnate and flow to the beach area. afternoon June 12.
