Held XXVII session of the Assembly of the People of Kazakhstan with the agenda: “Formula of peace and harmony: unity and modernization.”
As a result of this event, it seems important once again comprehend the Kazakh model of social harmony and national unity, at the origins of which stood the First President of Kazakhstan – Elbasy N.A. Nazarbayev.
Rich background
For multi-ethnic Kazakhstan, ensuring stability, interethnic harmony has become one of the important priorities of state policy, a basic condition for carrying out socio-economic and political reforms.
Many remember how, at the dawn of Independence, authoritative international experts predicted the collapse of Kazakhstan due to ethnic and religious conflicts. But these pessimistic forecasts did not come true.
The political will of the First President of Kazakhstan, Elbasy Nursultan Nazarbayev, was aimed at ensuring the unity of the people. The practical implementation of this policy is reflected in the Kazakhstani model of social harmony and national unity, which has received international recognition.
A number of its distinctive features should be highlighted.
FirstlyThe Constitution of the Republic of Kazakhstan contains comprehensive norms regulating the sphere of interethnic and interfaith relations. It starts with the words “We, the people of Kazakhstan”, which initially laid down the idea of community among all citizens of the country. At the same time, we do not use the concept of national minorities. We are united and are not divided into greater and lesser.
In Article 1 of the Basic Law Public consent has been declared one of the fundamental principles of the activities of the Republic of Kazakhstan. Pinned equality of rights and freedoms of all citizens regardless of their nationality.
In Article 39 of the Constitution of the Republic of Kazakhstanparagraph 2 contains a rule according to which “Any actions that could violate interethnic and interfaith harmony are recognized as unconstitutional.”
Secondlythe state consistently acts as a guarantor of stability in the sphere of interethnic relations, implementing a well-thought-out strategy of national policy.
This is evidenced by the following fact: Over the 26 years of independence, only on issues directly related to the activities of the ANC, amendments to the Constitution and the Law “On the Assembly of the People of Kazakhstan” were adopted twice. More than 10 Presidential Decrees have been issued. The ANC Strategy for the medium term (until 2011) has been implemented, and the Concept for the Development of the Assembly of the People of Kazakhstan until 2025 has been adopted.
In addition, the Concept for the formation state identity, “Program for improving the Kazakhstan model of interethnic and interfaith harmony for 2006-2008”, other documents.
That is, issues of interethnic harmony are at the epicenter of attention of the state and society. Thanks to this, Kazakhstan has acquired one of the most balanced and effective systems for ensuring peace and harmony.
Thirdthanks to the political will of Elbasy, real institutional mechanisms of civil equality have been created and are being consistently improved, regardless of ethnic and religious affiliation.
The key institution is the Assembly of the People of Kazakhstan, created in 1995 as a consultative and advisory body. The idea of its formation was voiced by Elbasy N.A. Nazarbayev at the 1st Forum of the Peoples of Kazakhstan in 1992.
The 2007 constitutional reform established the Assembly as an institution with constitutional status.
The Assembly was provided with guaranteed parliamentary representation, and the 9 Mazhilis deputies elected by it became the spokesmen for the entire set of interests of the ethnic groups of Kazakhstan. In the current convocation of the Mazhilis, there is a parliamentary group of the ANC of 31 people, which includes representatives of all parties represented in Parliament. Similar groups have been created in regional maslikhats.
In October 2008, the Law “On the Assembly of the People of Kazakhstan” was adopted, which ensured the legal regulation of its activities and the unity of the institutional vertical in the center and regions.
Fourthsince its creation, the ANC has formed and united a serious public infrastructure under its wing.
Today, under the auspices of the Assembly, there are 1,025 ethnocultural associations (ECO), including 28 republican ones. IVF assets – 348 thousand people. 40 Houses of Friendship operate as multifunctional resource centers of the Assembly, and in Almaty there is a Republican House of Friendship.
A lot has been done in different directions
In 2009, on behalf of Elbasy, the Scientific Expert Council of the ANC (SEC ANC) was created. It consists of 52 scientists, heads of research institutes and public figures. Scientific expert groups have been created in all regions; 300 scientists and experts are involved in their activities. Regional universities serve as scientific bases for these groups.
The Association of Departments of the Assembly of the People of Kazakhstan was created. There are 42 departments of the ANC center in the country’s leading universities and colleges, which provides training for young people in the spirit of the state’s ethnopolitics. In all regions, under the auspices of the Assembly, 3,014 Councils of Public Consent and 1,753 Councils of Mothers have been created at the regional, city, district and village levels, as well as in the collectives of large enterprises. They actively participate in solving pressing problems of the population on the ground, incl. in the field of conflict prevention.
One of the activities of the ANC – development of mediation in the field of public consent. The inclusive network includes 1 republican and 32 regional councils, as well as 628 mediation rooms. The number of ANC mediators is 863 people.
The Assembly promotes development of charity. Every year, a nationwide campaign and forum of charitable organizations and donors “Caravan of Mercy” is held.
