Along with the request to control the market and strictly handle hoarding and unreasonable price increases, Prime Minister Pham Minh Chinh directed to publicly identify organizations and individuals involved in this matter.
This content was thoroughly implemented by Prime Minister Pham Minh Chinh in the recently issued Official Dispatch No. 95 on strengthening the supply of essential goods to serve people in localities affected by storm No. 3.
According to the head of the Government, in recent days, storm No. 3 with exceptionally high intensity made landfall directly into our country and the storm’s circulation caused heavy rain over a wide area, causing flooding in many localities in the Northern region.
Storms and floods also cause great damage to both life and property; seriously affecting production and people’s lives.
The important task assigned by the Prime Minister is to ensure the supply of food, foodstuffs and essential goods for the people; to strengthen supervision, inspection and control of the market.

Chairmen of People’s Committees of provinces and centrally-run cities are assigned to organize support with food, necessities, medicine and daily necessities for people affected by storm No. 3, especially households in isolated and difficult-to-reach areas.
The Prime Minister directed localities to strengthen market management and supervision, especially for food, foodstuffs, gasoline, and essential goods, to ensure that there is no hoarding or unreasonable price increases that are not in accordance with regulations.
Strictly handling violations in hoarding and unreasonable price increases, especially of medicines, textbooks, school supplies, food, essential goods for consumer needs, materials, biological products, plant and animal varieties, etc., is also a requirement put forth by the Government leaders.
Along with that, the head of the Government requested localities to focus on directing the handling and immediate repair of people’s houses, schools, hospitals, and school supplies damaged by the storm.
The Prime Minister also reminded localities to urgently clear broken and fallen trees on roads; promptly fix problems with electricity, clean water, telecommunications, etc. to ensure production and business activities and people’s lives.
The Minister of Industry and Trade was assigned to coordinate with the police, military, transportation, health, and education forces to increase the transportation of essential goods, gasoline, medicine, textbooks, and school supplies to areas that are currently isolated, in difficulty, and in need…
The Ministry of Industry and Trade also needs to coordinate between provinces and cities affected by rain and floods with other provinces and cities when requested by localities to ensure the maintenance of essential goods supply for students and patients in localities affected by rain and floods.
“The Ministry of Industry and Trade directs units to promptly detect and strictly handle organizations and individuals who take advantage of the impact of storm No. 3 to speculate, hoard goods, and increase prices,” according to the Prime Minister’s dispatch.
The Prime Minister requested to make public the form of handling for organizations and individuals who take advantage of natural disasters or other unusual developments to make illegal profits, causing harm to the spiritual and material lives of the people.
The Ministries of Health and Education and Training are assigned to proactively coordinate with localities to contribute to price stabilization and provide adequate equipment and essential supplies for educational and medical facilities… under their State management.
