What is a cover allowance?
The protection allowance was granted for the first time in 2022. It was supposed to give relief, among others, to Poles. to cover high energy costs. This benefit was one-off and was also paid in 2023.
The current parliamentary majority has prepared a bill “amending the laws to support consumers of electricity, gas and heat and some other laws” (parliamentary document no. 72), which will allow the benefit to be granted again next year . However, you are entitled to the coverage allowance only for one semester, from 1 January to 30 June 2024 r. and it must be 50 percent Added 2022 R.
How much is the guardianship allowance in 2024? This is 50% of the 2022 allowance
The basis for calculating the benefit in 2024 is the coverage allowances for 2022. They amount to:
- PLN 228.80 for a family of one person (in 2022 it was PLN 400)
- PLN 343.20 for a family of 2 to 3 people (in 2022 it was PLN 600),
- PLN 486.20 for a family of 4 to 5 people (in 2022 it was PLN 850),
- PLN 657.80 for a family unit of at least 6 people (in 2022 it was PLN 1,150).
Who will benefit from the guardianship allowance in 2024?
The allowance is paid when the income does not exceed the maximum limits. In a family of one person the monthly limit is PLN 2,100, while in a family with two or more people the income limit isand PLN 1,500 per month Each. However, if your income exceeds the income criterion, the benefit will still be paid, but will be reduced by the amount of the excess.
Furthermore, it does not matter whether the person applying for the subsidy owns the apartment or rents it. The subsidy is payable per family unit, therefore it is paid to the first person who submits the application. A family can include related people, but not just those who live together.
How to get a cover allowance?
For this purpose it is necessary to fill out a specific application and submit it to the municipality, usually to the MOPS or GOPS centres. In the application we include, among others: the number of people in the family unit, this data can then be verified by municipality employees. The application can be submitted by 30 April 2024. The benefit must be paid in a single payment by the end of June 2024. The bill provides for the payment of the benefit next year 2 billion 300 million PLNL.

The Minister of Climate and Environment published on 27 December 2023 proposed regulation on the application form for payment of the protection allowance in 2024. The regulation will be issued in 2023, so the last days are missing.
Below is the response from the Ministry of Climate and Environment to the question of when the application form will come into force.
“The draft regulation of the Minister of Climate and Environment on the form of the application for payment of the shield allowance in 2024 was included in the list of legislative works of the Ministry on December 22, 2023. Agreements are currently being drawn up interministerial consultations, public consultations and opinions with a deadline for submitting comments by 28 December 2023. After taking any comments into consideration, the project will be immediately submitted for signature to the Minister of Climate and Environment. The application form will come into force the day following the date of its announcement.
“The Minister for Climate and Environment is making every effort to ensure that the regulation comes into force as soon as possible, allowing citizens to submit applications as early as the first days of the new year.”
“It should be underlined that the legislator has guaranteed citizens the possibility to submit applications for the payment of the guardianship allowance until 30 April 2024, which gives flexibility in choosing the date of submission of the application by the beneficiaries in the municipality responsible for their place of residence.”
