Regional akims may be allowed to directly enter into contracts with contractors

Senators are discussing the new budget code in the regions, Liter.kz reports with reference to Astana.kz.

Deputies of the Senate Finance and Budget Committee held a visiting meeting in Pavlodar. On the agenda is budgetary independence of the regions.

Deputies of the regional maslikhat sent more than 50 proposals for the new project, 17 of them responded to the senators. One of the proposals is to allow regional akims to enter into direct contracts with contractors for the implementation of particularly important turnkey investment projects. That is, the heads of regions will bear full responsibility at all stages of implementation, parliamentarians say.

The parliament is considering a draft of a new budget code. And we, as the financial budget committee, as representatives of the regions, are of course interested, we set tasks for ourselves so that the regions are more independent, so that the budget is filled more. We plan to go out and visit, meet in one or two, as it turns out, rural districts. That is, to specifically see on the spot how the fourth level budgets, the budgets of local communities, work,” said Serik Uteshev, a member of the Senate of the Parliament of the Republic of Kazakhstan, in an interview with reporters.

His colleague Sultanbek Makezhanov noted that it is necessary to study new experience.

At the same time, look at the work of divisional commissions, and at the same time look at the internal audit service. Apparently, the time has come when they need to be reconsidered, the senator believes.
