Warnings of increased ransomware attacks; hundreds of fake websites discovered for fraud… are prominent domestic technology news of the past week.
Warning of ransomware attacks on the rise
In new information shared about the network information security situation in July 2024, the Department of Information Security (Ministry of Information and Communications) said that, in performing the task of analyzing, monitoring and making forecasts and early warnings about cyber attack trends, this agency discovered that the trend of ransomware attacks has increased recently.
To provide early warning of the risks of targeted attacks, the National Cyber Security Monitoring Center – NCSC under the Department of Information Security has collected, analyzed and detected many indicators – IOCs of cyber attacks that could affect Vietnamese agencies, organizations and businesses.
A list of statistical indicators that may affect Vietnamese agencies and business organizations has been sent to units nationwide.
In this list, the National Cyber Security Monitoring Center also specifically mentioned each cyber attack indicator related to APT attack groups. The APT attack groups mentioned this time include APT Kimsuky, APT41, APT VoidBanshee, APT Ghost Emperor and APT MirrorFace.
The Information Security Department also recommends that domestic agencies, organizations and enterprises proactively review servers, workstations, and all monitoring systems according to cyber attack indicators provided by the National Cyber Security Monitoring Center; thereby promptly handling risks and dangers in information systems under their management.
The record from the technical system of the Department of Information Security about the increase in ransomware attacks is also similar to the assessment of many organizations and businesses providing information security solutions at home and abroad.
According to experts, although it is not a new form of cyber attack, ransomware attacks are still a major threat to many businesses and organizations globally and in Vietnam.
Hundreds more fake websites discovered to scam
In new information shared about the situation of fraud in Vietnam’s cyberspace, the Department of Information Security (Ministry of Information and Communications) said that in July 2024, the technical system of the National Cyber Security Monitoring Center – NCSC detected 125 fake brand websites with the purpose of fraud being spread on cyberspace.

Of the 125 newly discovered websites, 52 were impersonating banks, financial institutions and e-wallets, accounting for more than 41%; followed by websites impersonating major e-commerce platforms such as Lazada, Shopee, Tiki and Sendo, accounting for more than 37% of the total number of fake websites recorded in July.
In addition, the list of fake websites created for the purpose of fraud, discovered this time, also includes websites impersonating the electronic information pages of a number of state agencies and organizations such as the General Department of Taxation, Vietnam Social Security, Ministry of Justice, Government Inspectorate, and Government Office.
With 125 more fake websites recorded, the anti-online fraud database operated by NCSC now has a total of 125,059 fake website addresses of agencies and organizations.
According to the Department of Information Security, the subjects use fake websites of agencies and organizations to scam and cause damage to people in cyberspace, while also causing serious damage to the reputation and brand of the impersonated agencies and organizations. The target of the fraudsters is to scam people by impersonating websites of authorities, financial institutions, banks, e-commerce platforms, large companies, etc.
Vietnam mobile internet speed continues to increase
The i-Speed Internet access speed measurement system developed by the Vietnam Internet Network Information Center (VNNIC, Ministry of Information and Communications) has just updated the latest data on the Internet quality situation in Vietnam in July.
Accordingly, the average mobile broadband download speed in Vietnam in July reached 54.34 Mbps, a slight increase compared to June (52.4 Mbps). The average mobile broadband upload speed reached 21.19 Mbps, equivalent to June 2024.

The average mobile download speed in Vietnam has been growing for five consecutive months since March 2024. During this period, mobile download speed increased from 38.69 Mbps (March) to 54.34 Mbps (July), equivalent to about 40%. This rate increased by about 20% with mobile upload speed.
With fixed broadband, the average download speed nationwide in July was 100.28 Mbps. The average upload speed in July was 102.34 Mbps. In the past 3 months, the fixed Internet speed, both uplink and downlink, remained stable, with insignificant fluctuations of 1%.
