The person claiming to be “monk Thich Tam Phuc” was prosecuted by the People’s Procuracy of Cu Chi district, Ho Chi Minh City, for fraud and appropriation of property and use of fake documents of agencies and organizations.
The People’s Procuracy of Cu Chi District (HCMC) has just completed the indictment and prosecuted the defendant Nguyen Minh Phuc (born in 1983, residing in Tan Phu Trung Commune, Cu Chi District) – the self-proclaimed “monk Thich Tam Phuc” for the crime of Fraudulent appropriation of property and Using fake documents of agencies and organizations.
Minh Phuc once caused a stir on social media for impersonating a monk and filming a clip of him eating dog meat.
According to the case file, in 2021, Ms. LTHT (residing in Hoc Mon district, Ho Chi Minh City) bought a 420.3m2 plot of land (located in plot number 26, map sheet number 15, area 892.9m2, number CO940650) at Binh My commune, Cu Chi district from Mr. NVT and Ms. NTCN for 2.4 billion but has not completed the procedures to separate the plot.
On October 7, 2022, Ms. LTHT, through LVV (33 years old, residing in Cu Chi district), introduced and got to know Phuc to ask him to do the procedure to separate a plot of land into 2 plots with separate land use right certificates, and Phuc agreed.
Although he did not have the function to carry out land division procedures, due to his acquaintances and having hired people to make fake documents and degrees many times to create trust in order to defraud others, Phuc agreed to carry out land division procedures according to Ms. HT’s request.
He agreed with the victims to carry out the land division procedure at a cost of 135 million VND, receiving 70 million in advance.
After that, Phuc hired someone to make two fake land use right certificates on social networks. Phuc gave one copy to Ms. HT, and kept the other fake copy and Ms. HT’s real land use right certificate in a safe, waiting for the victim to give the remaining 65 million to hand over.
After his actions were discovered, Phuc fled to Thailand. As soon as Phuc returned to Vietnam, the Cu Chi District Police Department summoned Phuc for questioning. After many twists and turns, Phuc confessed to all the crimes as above.
The police agency urgently searched Phuc’s house and seized 1 fake land use right certificate and 1 real land use right certificate of Ms. HT.
Previously, in 2010, Phuc illegally established Ngo Chan Tu Pagoda to conduct illegal religious activities, calling himself Venerable Thich Tam Phuc and abbot of Ngo Chan Tu Pagoda.
The authorities invited them to work, imposed administrative fines, requested them to remove the temple’s signboard and requested them not to organize illegal religious activities.
Phuc then continued to practice illegal religion by disguising himself as establishing companies and businesses. Verification results showed that all companies had no production or business activities and all licenses were revoked by the Department of Planning and Investment.
In 2019, Cu Chi District Police discovered that Phuc’s house had labor medals and certificates of merit, and three seals with images of ancient pagodas and foreign languages. After examination, all were found to be fake. The authorities have confiscated them and handled the administrative violations.
