The Ministry of Public Security is seeking opinions on a report explaining some new contents in the draft Law on Road Traffic Order and Safety submitted to the National Assembly at the 6th session.
One of the contents consulted on is the classification of driving licenses in accordance with the 1968 Vienna Convention on Road Traffic and Vietnam’s practice.
The draft Law on Road Traffic Order and Safety submitted to the National Assembly does not classify driving licenses but leaves it to the Government to regulate. However, through comments from some National Assembly deputies, it is recommended to classify driver’s licenses specifically in the draft law. Through research, analysis and evaluation, the Ministry of Public Security found that classifying driving licenses in the draft Law on Road Traffic Order and Safety is necessary.

The Ministry of Public Security explained that the classification of driving licenses is to internalize the regulations on classification of driving licenses stipulated in the 1968 Vienna Convention, ensuring Vietnam’s commitments when joining the convention.
The classification of driving licenses will also make it easier for Vietnamese people to live and study in countries that are members of the 1968 Vienna Convention. At that time, Vietnamese people will not have to pay the cost of exchanging or studying to get a license. issuing driver’s licenses, contributing to economic development, tourism, trade, international cooperation, and developing investment, production, assembly, and import of domestic and international vehicles due to consensus. The Government assigned the drafting agency to research and design the classification of driving licenses to ensure that it both inherits the current regulations of the 2008 Road Traffic Law and does not violate the provisions of the 1968 Vienna Convention. causing many impacts when changing policies, in accordance with practical requirements due to the development of vehicles and drivers, and the appearance of many new types of vehicles.
The issuance of new class driving licenses will be carried out for first-time issuers and for driving licenses in cases of renewal and re-issuance.
The Ministry of Public Security proposes to remove the A4 class and not regulate the driving license class for tractor drivers because, based on the type and use of the vehicle, this type of vehicle will be classified as a specialized motorbike.
The Ministry of Public Security also proposed to bring class B1 and B2 to the same class B because the basis for classifying driver’s licenses is from capacity, type, engine and number of seats. To avoid social impacts, the transitional provisions will stipulate that driver’s licenses issued before this law takes effect will continue to be used according to the term and value stated on the driver’s license.
The conversion is only carried out for testing, new issuance and cases of renewal, re-issuance and conversion are carried out in a direction that is beneficial to the people and does not cause traffic safety.
According to the 2008 Road Traffic Law, driving licenses include 13 classes: A1, A2, A3, A4, B1, B2, C, D, E, FB2, FD, FE, FC.
In 2023, the Ministry of Public Security proposed to change the classification of driving licenses into the following classes: A2, A, A3, B, C1, C, D2, D, BE, C1E, CE, D2E, DE. In particular, driving licenses of classes A2, A, A3 are unlimited; Class B has a term of 10 years from the date of issue; Classes C1, C, D2, D, BE, C1E, CE, D2E, DE are valid for 5 years from the date of issue.
