Deputies Luis Cuello (PC), president of the Labor Commission, Boris Barrera (PC) and Juan Santana (PS), presented a constitutional reform that will allow members of the AFP system (Pension Fund Administrators) to leave that option and change to the solidarity system that the Armed Forces and Carabineros have in Caprena (National Defense Pension Fund) and Dipreca (Pension Directorate of Carabineros of Chile).
Deputy Cuello, author of the constitutional reform project, highlighting the stagnation in which the pension reform is today, in his opinion, due to the “blackmail” of the right, explained: “We want to present as an alternative (to the stagnation) a constitutional reform project that will allow the exercise of true freedom of choice, that is, it will allow AFP members to choose between a private system that is giving poverty pensions or transfer their funds to the Forces’ pension system. Armed Forces and Carabineros, which is a pay-as-you-go system, which is a solidarity system that provides good pensions.”
“This is possible in contrast to a constitutional reform that will grant the right to members of the private pension system to transfer their funds within a period determined by the articles themselves to the funds of the Armed Forces and Carabineros in such a way that “are attributed to the solidarity system that operates today for those in uniform,” said the deputy.
Deputy Juan Santana expressed that “if the right does not want the reform of the pension system to advance, what is not going to happen is that the Government parties will remain idly by. That is why, together with Deputy Luis Cuello and Deputy Boris Barrera, we are announcing that in the event that the pension reform does not advance in its processing, we will present a constitutional reform with the objective of allowing people to choose, which is something that many and many in this Congress, that people choose which system they want to save their individual funds,” he added.
“What cannot happen is that our hands are tied and we pretend that everything is working well and that the current pensions that the country’s retirees are receiving are decent pensions. Therefore, we are promoting neither more nor less than the principle of freedom of choice for affiliates between solidarity systems and individual capitalization systems,” Santana added.
The legislator Boris Barrera, referred in harsh terms to the opposition and its idea of a way out of the pension crisis through the PGU (Guaranteed Universal Pension): “We heard here a while ago a bench that said that the PGU could be increased to 250,000 pesos tomorrow. And this has also been stated by some parliamentarians, that the resources are there and unfortunately it is inconceivable that these people who stood here to say that, say that the resources are there when the resources are not. They, all those who have been here before us, rejected the tax reform last year, all of them. Democrats, PDG, the CDU, the UDI, Renovación Nacional, all voted against the tax reform that sought to raise the PGU to 250,000 pesos,” concluded Barrera.
