President al-Assad issues Law No. (1) regulating the work of the National Union of Syrian Students

President Bashar al-Assad issued Law No. (1) of 2024, which stipulates the organization of the work of the National Union of Syrian Students as a popular student organization that enjoys legal personality and financial and administrative independence.

The law also defined the union’s tasks, objectives, organizational structure, and the practice of its activities through an institutional environment through which students can express their opinions and participate in decision-making in a way that serves the educational process and achieves the interests of students in academic achievement, in a way that is consistent with the development of the higher education system and its various forms.

The following is the text of the law:

Law No. (1)

President of the Republic

Based on the provisions of the Constitution.

And based on what was approved by the People’s Assembly in its session held on 5-6-1445 AH corresponding to 12-18-2023 AD.

The following is issued:

Chapter One

Definitions

Article 1-

The following words and phrases used in the context of applying the provisions of this law shall have the meaning indicated next to each of them:

the Union: National Union of Syrian Students.
General Conference: General Conference of the Union.
Central Council: Central Council of the Union.
Executive Office: Executive Office of the Union.
Union Branch: Union branch in a university, governorate or country.
Branch leadership: Union branch leadership.
Student Unit: The total number of members affiliated with the Union in a college or institute or similar institutions in the universities and institutes of the Syrian Arab Republic and in countries where there are Syrian students.
Student body: The body that represents the student body.
Students: Syrian students in post-secondary education.

Chapter II

The Union and its objectives

Article 2 –

  • a- The National Union of Syrian Students is a popular student organization with legal personality and financial and administrative independence. Its headquarters are in Damascus, and it is the sole representative of students inside and outside the Syrian Arab Republic.
  • B- Branches of the Union may be established in universities, governorates, and in Arab and foreign countries in which Syrian students study. The establishment shall be carried out by a decision of the Executive Office.

Article 3 –

The Union works to achieve the following objectives:

a- Creating a university organizational environment that stimulates the production, dissemination and development of scientific knowledge.

B- Consolidating the concepts of citizenship and belonging and deepening students’ awareness of national issues.

C- Strengthening students’ character building and their cognitive, value and cultural formation.

of the- Dedicating the values ​​of excellence and distinction, encouraging creativity and innovation among students, and directing them to serve the community.

H- Achieving the interests of students in academic achievement and improving the services provided to them.

Article 4 –

The Union shall undertake the following tasks:

a- Providing an institutional and organizational environment in which students can express their opinions and ideas.

B- Defending students’ rights and working to solve the problems they face in their lives.

C- Representing students in university committees and councils to participate in decision-making that serves the educational process, achieves students’ interests in academic achievement, and improves the services provided to them.

of the- Activating social life in educational institutions and supporting forms of communication between students on the one hand, and between students and the educational and administrative staff on the other hand.

H- Providing an appropriate environment that helps students enhance their non-educational skills, enables them to invest their creative and social energies in the best possible way, discover, refine and encourage their talents and skills, and provide the necessary material and moral support to develop them.

And- Organizing and sponsoring sports, social, artistic and cultural activities, raising their level and encouraging those who excel in them.

z- Strengthening the role of students in the social, economic and developmental fields, by devoting a culture of volunteering, supporting initiatives that contribute to enhancing community participation among students, and supervising volunteer initiatives.

H- Helping students explore and develop their abilities and potentials to determine their career paths that are compatible with the labor market.

i- Documenting relations and joint cooperation with Arab and international student and youth organizations in all fields.

Y- Doing everything that would achieve its goals and the interests of its members.

Chapter III

Affiliation and membership in the union

Article 5 –

Every student in colleges, institutes and the like inside and outside the Syrian Arab Republic may be a member of the Union in accordance with the provisions determined by its internal regulations.

Article 6 –

a- Former members of the Central Council, the Executive Office and the Federation’s branches are honorary members.

B- Honorary membership may be granted by decision of the Executive Office to anyone who contributes to supporting the Union’s progress at all levels.

Article 7 –

Non-Syrian Arab students who do not have organizations representing their countries’ unions within the Syrian Arab Republic and who are pursuing their studies there may join the union, and the union’s internal regulations shall determine their rights and duties.

Article 8 –

a- The Union member has the right to nominate and vote in accordance with what is determined by the Union’s internal regulations.

B- The Union member shall participate in all Union activities.

Article 9 –

Membership shall be terminated in any of the following cases:

a- Member withdrawal upon written request.

B- Loss of a membership condition.

C- the chapter.

of the- Death.

Article 10 –

a- A member shall be dismissed from the Union in the following cases:

1- Belonging to an unlicensed political party or any organization or group hostile to the state.

2- Carrying out an act that undermines the objectives of the Union and obstructs its activities.

3- Doing something that harms the reputation of the union and its moral values.

B- The internal regulations shall specify the instructions regulating this.

the fourth chapter

Organizational structure of the union

Article 11 –

The organizational structure of the Union consists of:

a- General Conference.

B- Central Council.

C- Executive Office.

of the- Union branches.

H- Student units.

Section One: General Conference

Article 12 –

The General Conference is the highest authority in the Union, making decisions and recommendations that will achieve its objectives.

Article 13 –

The General Conference consists of:

a- Members of the Central Council.

B- Representatives of internal and external branches elected according to the percentages specified for each branch by a decision of the Executive Office.

Article 14 –

a- The General Conference shall be convened by the President of the Union for an ordinary session once every five years.

B- Its meeting shall not be considered legal unless attended by a majority of the members of the General Conference.

C- Decisions and recommendations are taken by a majority vote of those present.

Article 15 –

a- The General Conference shall meet at the invitation of the President of the Union for an extraordinary session as follows:

1- At the request of half of the members of the General Conference.

2- Upon the request of two-thirds of the members of the Central Council.

3- Based on a decision from the Executive Office in the event that the Central Council does not meet.

B- Its meeting shall not be considered legal unless two-thirds of the members of the General Conference are present.

C- Decisions and recommendations are taken by a majority vote of those present.

Article 16 –

The General Conference shall undertake the following tasks:

a- Drawing up the general policy of the Union in all areas.

B- Study and approve the conference agenda.

C- Studying the Central Council’s report on the Executive Office’s activities, evaluating its work during the previous session, and approving it.

of the- Approving the Union’s plans and making decisions and recommendations related to them.

H- Approval of the internal regulations.

And- Election of members of the Central Council.

Second Branch: Central Council

Article 17 –

The Central Council is the highest leadership authority in the union between two conferences, consisting of (71-91) members, and consists of:

a- Members of the Executive Office currently working.

B- Heads of internal branches in governorates and government universities.

C- Representatives of heads of private university branches, at a percentage determined by the Executive Office.

of the- Representatives of heads of foreign branches, in a percentage determined by the Executive Office.

H- Members elected by the General Conference.

Article 18 –

a- The Central Council meets once a year and whenever necessary, upon invitation from the President of the Federation, based on a decision from the Executive Office.

B- The meeting of the Central Council shall be deemed legal if attended by the majority of its members.

C- Decisions are taken by a majority of the votes of those present, and in the event of a tie, the president’s side prevails.

Article 19 –

The Central Council shall undertake the following tasks:

a- Supervising the affairs of the Union in accordance with the decisions and recommendations of the General Conference.

B- Discussing and approving reports and plans submitted by the Executive Office.

C- Preparing the draft internal regulations.

of the- Approval of the financial system and all other systems of the Union.

H- Election of members of the Executive Office.

And- Withdraw confidence from one or more members of the Executive Office, by a two-thirds majority of the votes of the members present, and elect a replacement from among its members.

z- Exercising the powers of the General Conference in the event that it is not held.

H- Approval of the annual budget of the Union and closing of accounts for the previous year.

Branch Three: Executive Office

Article 20 –

The Executive Office is the highest executive body in the Union. It leads and manages the affairs of the Union and its institutions in a manner that ensures the achievement of its objectives and tasks.

Article 21 –

a- The Executive Office shall elect a President of the Union at its first meeting and distribute tasks among its members.

B- The President of the Union is the contractor of expenditure and the liquidation and disbursement orderer, and he may delegate some of his powers to the concerned parties in accordance with what is determined by the financial system of the Union.

Article 22 –

The President of the Union chairs the meetings of the Executive Office, the Central Council and the General Conference.

Article 23 –

a- The Executive Office shall meet periodically and exceptionally upon invitation from the President of the Union in accordance with the provisions of the internal regulations.

B- The Executive Office meeting is considered legal if attended by the majority of its members.

C- Decisions are taken by a majority of the votes of those present, and in the event of a tie, the president’s side prevails.

Article 24 –

The Executive Office shall undertake the following tasks:

a- Implementation of the Union’s plans.

B- Supervising the activities of the Union and implementing the decisions and recommendations of the General Conference and the Central Council.

C- Coordination with public and private entities and civil society organizations to achieve the Union’s objectives.

of the- Supervising the work of the union branches.

H- Establishing branches of the union.

And- Preparing the financial system and issuing all other union regulations related to the work of its institutions.

z- Implementing the Union’s financial policy in its branches and affiliated institutions.

H- Formation of the central offices of the Union.

i- Preparing the internal regulations governing the Union’s conferences and submitting them to the Central Council for approval.

Y- Determining the allowances and subscriptions for membership in the Federation and subscriptions to the Federation’s clubs and activities.

K- Preparing the annual budget project of the Union and closing accounts for the previous year.

President of the Union

Article 25 –

The President of the Union shall undertake the following tasks:

a- Representing the Union before the courts and others.

B- Follow up on the implementation of the Union’s plans.

C- Forming advisory committees if necessary.

of the- Issuing all decisions taken by the Executive Office or approved by the Central Council.

H- Issuing decisions to appoint employees in the union, and granting bonuses and compensations.

And- The President of the Union may delegate some of his powers and duties to a member of the Executive Office.

z- Signing letters and correspondence issued by the Union to all internal and external parties.

H- Concluding agreements on behalf of the Union.

Article 26 –

If the position of a member of the Executive Office becomes vacant, the Central Council shall elect a replacement from among its members.

Article 27 –

The Executive Office shall be deemed to have resigned in one of the following two cases:

a- Upon the resignation of the majority of its members.

B- When the confidence of the majority of its members is withdrawn.

Article 28 –

When the Executive Office resigns or confidence is withdrawn from it, the President of the Union is charged with managing affairs and calls the Central Council to convene within a maximum of fifteen days from the date of resignation or withdrawal of confidence to elect a new Executive Office from among its members.

Fourth Branch: Union Branches

Article 29 –

The branch conference consists of:

a- Members of the Central Council in the field of work of the branch.

B- Leadership of the original and reserve branch of the Union.

C- Regular and alternate student body members.

of the- Complementary members of the branch conference.

H- Chairs of graduate studies committees.

Article 30 –

a- The branch holds its conference annually.

B- The branch leadership is elected by the branch conference every two years.

C- Decisions are taken by a majority of the votes of those present, and in the event of a tie, the president’s side prevails.

of the- The branch shall hold an extraordinary conference in one of the following cases:

1- At the invitation of the branch leadership after the approval of the Executive Office.

2- At the invitation of half of the members of the branch conference after the approval of the Executive Office.

3- At the invitation of the Executive Office if necessary.

H- The conference meeting shall not be considered legal unless the majority of its members are present.

Article 31 –

The branch conference shall assume the following tasks and powers:

a- Discussion of the branch leadership report.

B- Branch leadership performance evaluation.

C- Withdraw confidence from the branch leadership members by a two-thirds majority of the members.

of the- Develop proposals and recommendations.

H- Election of the original and alternate branch leadership.

And- Electing branch representatives to the General Conference according to the percentages specified by the Executive Office.

Article 32 –

The branch leadership shall undertake the following tasks:

a- Supervising student work at the branch level, and following up on and addressing student issues.

B- Supervising the work of student bodies and following up on their affairs.

C- Implementing the decisions and instructions of the Executive Office.

of the- Implementing and following up on the decisions and recommendations of the branch conference.

H- Submit a report every six months to the Executive Office, including the branch’s activities and financial status.

And- Submit a comprehensive report on the work of the branch leadership to the branch conference.

z- Develop and implement the branch’s work plan in line with the union’s plan.

H- Organizing members’ personal information, auditing and maintaining their records and other organizational documents.

Article 33 –

a- The branch leadership elects a president from among the original members, and distributes tasks among its members under the supervision of the Executive Office.

B- The branch leadership holds its regular and extraordinary meetings in accordance with the provisions of the union’s internal regulations, with the attendance of the majority of members. Decisions are taken by a majority of the votes of those present, and in the event of a tie, the president’s side prevails.

C- If the membership of one of the original branch leadership members becomes vacant, a replacement shall be appointed from among the reserve members by decision of the Executive Office.

Article 34 –

The branch head shall undertake the following tasks:

a- Representing the Union within the scope of the branch’s work.

B- Calling and chairing branch leadership meetings.

C- Follow up on the implementation of the branch’s work plan.

Section Five: Student Units

Article 35 –

Student units are established by decision of the Executive Office at the internal branch level and by decision of the branch leadership at the external branches.

Article 36 –

The Student Unity Conference consists of:

a- Student body members.

B- Members of the student unit.

Article 37 –

a- The student unit holds its conference annually.

B- The student body is elected by the Student Unity Conference every two years.

C- Decisions are taken by a majority of the votes of those present, and in the event of a tie, the president’s side prevails.

Article 38 –

The Student Unity Conference undertakes the following tasks:

a- Discussion of the student body report.

B- Evaluating the performance of the student body in all areas.

C- Develop proposals and recommendations.

of the- Election of the original, alternate and supplementary student body for the branch conference.

Article 39 –

The Student Body undertakes the following tasks:

a- Organizing student activities and following up on student issues.

B- Implementing the decisions and instructions of the federal leadership.

C- Submit a periodic report every three months on its work to the branch leadership.

of the- Submit a comprehensive report on its activities to the Student Unity Conference.

Article 40 –

a- The student body elects a president from among its original members, and distributes tasks among its members at its first meeting.

B- The Student Body shall meet periodically and exceptionally in accordance with the provisions of the internal regulations, with the attendance of the majority of its members. Decisions shall be taken by a majority of the votes of those present, and in the event of a tie, the president shall prevail.

C- If one or more seats in the student body become vacant, they will be filled by reserve student body members, by decision of the branch leadership.

Article 41 –

The Student Body President shall undertake the following tasks:

a- Representing the Federation within the scope of the Authority’s work.

B- Calling for and chairing the Authority’s meetings, and keeping the minutes of its meetings and documents.

C- Follow up on the implementation of the Authority’s action plan.

Chapter V

Union Finance

Article 42 –

The Union has an independent annual budget approved by the Central Council and issued by a decision of the Union President, which includes all of its revenues and expenditures.

Article 43 –

The Union may open an account in Syrian pounds and foreign currency in banks operating in the Syrian Arab Republic.

Article 44 –

The Union’s revenues consist of:

a- Union membership fees.

B- Membership fees for the Federation’s clubs and activities.

C- Funds and subsidies allocated by the state to the union.

of the- Investment and rental allowances for facilities owned by the Federation.

H- Investment returns of clubs supervised by the Federation.

And- The Union’s share of the percentage specified in the executive regulations of the Universities Regulation Law issued by Decree No. (250) of 2006 and its amendments from investment allowances in restaurants, forums, cafeterias and kiosks in universities.

z- The percentage specified in the laws and regulations of registration fees collected annually from students of universities, institutes and the like in government education (general, parallel, open and virtual).

H- rate (1 %) One percent is deducted annually from the total fees and installments due from students in private educational institutions.

i- A percentage not exceeding (1.5%) one and a half percent of some of the self-resources of government universities, higher institutes, and technical institutes. The resources and their percentage shall be determined by a decision of the Higher Education Council and the Higher Council for Technical Education, each in its own regard.

Y- Gifts, donations and assistance accepted by the Executive Office of the Union in accordance with the applicable laws and regulations.

K- Proceeds from parties and activities held by the Union.

to- The savings carried forward from the previous fiscal year.

M- Interest on union funds deposited in banks.

n- Any other income permitted by applicable laws and regulations.

Chapter six

General Provisions

Article 45 –

a- The Union’s funds, properties and institutions shall be exempt from all taxes, fees and other financial costs.

B- The prizes granted by the Federation are exempt from all taxes, fees and general costs of all kinds.

Article 46 –

a- A supervisory committee called the Supervision and Inspection Committee, consisting of five experienced and competent members, shall be elected by the General Conference of the Union.

B- This committee exercises oversight and inspection over the financial activities of student bodies, union branches, and the Executive Office in accordance with the principles set forth in the union’s financial system.

Article 47 –

a- The Federation shall replace, under the provisions of this law, the Federation established by Legislative Decree No. (130) of 1966.

B- Legislative Decree No. (130) of 1966 and its amendments, Decree No. (429) of 1968, and Legislative Decree No. (87) of 2010 are hereby repealed.

Article 48 –

This law to be published in the official newspaper.
