The former Attorney General of the Nation stressed that the concept of “national agreement” implies the convocation of a national constituent assembly. Furthermore, he emphasized that once this process has begun, it will be subject to review by the Constitutional Court.

“The president can develop it directly through an autonomous constitutional regulation. This would imply that once the Constituent Assembly is called by the president, as the regulation has force of law and it is law, it has to go to the control of the Constitutional Court to determine whether it is enforceable or not.”he indicated.
