Peru’s prosecutor files complaint against Martin Vizcarra

Peru’s Attorney General’s Office filed a constitutional complaint with Congress against former President Martín Vizcarra for the alleged commission of the crimes of generic forgery and failure to record statements in documents to the detriment of the State.

The complaint was filed through the Prosecutor’s Office’s Illicit Enrichment and Constitutional Complaints Department and also included the failure to state in his 2018 sworn statement that he was vice president of the board of directors and operations manager of CyM Vizcarra. The reported cases question the alleged links between Vizcarra’s company and Odebrecht.

The former ruler was Minister of Transportation and Communications in the Government of Pedro Pablo Kuczynski (2016-2018), of which he was vice president and whom he succeeded after his resignation in March 2018.

Days before, it was reported that Vizcarra asked the Constitutional Court (TC) to annul the disqualification from holding public office for five years that Congress imposed on him in 2022 so that he could “participate in the political life” of his country. Congress approved this sanction against the former governor for allegedly having ties with companies in the sector during his administration as Kuczynski’s Minister of Transportation and Communications.

The Judiciary is also evaluating an appeal filed by the former president to annul another 10-year disqualification imposed on him by Congress for his alleged irregular vaccination against COVID-19. That decision prevented him from assuming the position of congressman to which he was elected with the highest national vote in the 2021 elections, so the former head of state filed, still unsuccessfully, various appeals to seek to reverse the sanction.

The Attorney General’s Office closed an investigation against Vizcarra for the purchase of 1.4 million rapid tests for the diagnosis of COVID-19, considering that he did not notice “any malicious action.” After learning of this decision, the former president assured that the fiscal measure confirmed that he always acted “with transparency and in strict compliance with the law” during his mandate.

In addition to these cases, on March 19, Congress formalized a criminal accusation against Vizcarra for the alleged commission of four crimes of corruption, for the alleged irregular hiring during his term of a singer, with whom he was supposedly close, for the Culture Ministry. Source: news
