Major General Nguyen Van Giang, Deputy Director of the Department of Cyber ​​Security and Crime Prevention Using High Technology (Ministry of Public Security – A05), said that crimes using high technology are complicated, with connections between domestic and foreign subjects. The total amount of money people will be scammed online in 2023 is about 8,000 – 10,000 billion VND, an increase of half compared to 2022. According to statistics, 91% of scams are related to the financial sector and up to 73% of users Mobile devices, social networks… often receive fraudulent messages and calls.

In 2023, A05 verified and detected many cases of hackers and cyber spies stealing and encrypting large amounts of important data. At the same time, in coordination with local police, Department A05 has prosecuted more than 1,500 cases, mainly related to cyber fraud crimes.

Some typical cases include the destruction of more than 20 gangs, the seizure of many devices impersonating mobile broadcasting stations (BTS); coordinated with Quang Binh Police to destroy a financial investment fraud line through RosyStyle with an amount appropriated up to 1,800 billion VND; or the fact that Ho Chi Minh City and Bac Giang police took turns destroying fraud groups impersonating bank employees, appropriating tens of billions of dong.

Recently, although the authorities have continuously warned and many drastic solutions have been implemented, however, many people still fall into the trap. The main reason is that online criminal groups operate in an organized manner, cross borders, take advantage of legal loopholes, and use high technology. Criminals reside in neighboring countries such as Cambodia, Myanmar…, most of the leaders are often foreigners. In addition, the reason is partly due to social network users’ lack of awareness and lack of vigilance against sophisticated methods and tricks in cyberspace, which is also the cause of an increase in online fraud cases.

To prevent online fraud, A05 is coordinating with the National Cyber ​​Security Association to provide free software to help detect online fraud, expected to launch in the third quarter of 2024.

Recommendation of the Ministry of Public Security

From July 1, Decision 2345 of the State Bank officially takes effect to strengthen authentication measures in online transactions. However, criminals are finding ways to deal with this new regulation.

Faced with that situation, A05 has made a number of recommendations for people to raise awareness and protect themselves against fraudulent acts:

1. Research and carefully check information before making a transaction. Do not borrow money online from applications of unknown origin.

2. Do not transfer money, provide personal information, OTP code, E-Banking account, download applications/links/emails at the request of strangers.

3. Absolutely do not buy, sell, exchange, rent, borrow payment accounts, bank cards, or identification documents.

4. Set up 2-layer security and limit sharing personal information about yourself, your family, and friends online.

In addition to people’s vigilance, preventing online fraud requires close coordination between relevant ministries, branches, agencies and businesses.
