Until now, the area of responsibility of the “Agents municipaux” was limited to checking parking violations. With the law of July 27, 2022 on local administrative sanctions, the area of responsibility has now been expanded and supplemented by 17 points.
Since Monday, 77 municipal officials who have completed further training in the capital have been able to punish violations of Articles 44 to 60, Chapter IV, of the police regulations with fines of between 25 and 250 euros. Violations include mowing the lawn on Sunday (Article 45), setting off stink bombs in public spaces (Article 46), using public playgrounds outside opening hours (Article 57) or entering frozen ponds without the mayor’s permission (Article 60).
Leaving dog poop around becomes expensive
The “Agents municipaux” can now also impose fines if dog owners do not clean up their animals’ droppings in public spaces (Article 53). If the owner is caught red-handed, he has 15 days to pay a “taxe unique” of 25 euros. If this is not paid, the fine will be forwarded to a sanctioning officer at the Ministry of the Interior, who, in accordance with Article 53 of the Police Regulations, can impose an “administrative sanction” of between 25 and 250 euros.
“Agents municipaux” should be able to punish more violations
Municipal officials in the city of Esch/Alzette were given expanded powers last December. The expansion of the officers’ areas of competence is intended to punish minor administrative offenses without creating additional work for the police or the judiciary.
