Paraguay reinforces its digital security with a new strategy for 2025-2028

The Paraguayan government officially presented the National Cybersecurity Strategy 2025-2028, which seeks to strengthen the country’s digital protection in the coming years. The document was approved by Decree No. 3900, signed by Vice President Pedro Alliana, who exercises the Presidency, together with the Minister of Information and Communication Technologies (Mitic), Gustavo Villate.

This new plan is the result of collaborative work that brought together representatives of the public, private sector, academia and civil society. Its design accelerated in recent months, with the aim of responding to the challenges of an increasingly complex and constantly changing digital environment.

The strategy updates and expands the objectives set in the National Cybersecurity Plan 2017, incorporating innovative approaches to guarantee the protection of critical infrastructure, promote the training of specialized talent and promote an inclusive digital security culture. It also reinforces cooperation between national and international actors, with special attention to the protection of the most vulnerable sectors of the population.

The MITIC will be responsible for implementing, monitoring and periodically reviewing the strategy, as well as establishing the necessary coordination mechanisms between the different public and private institutions involved.

In addition, the support of the Organization of American States (OAS/CICTE) positions Paraguay as a regional reference regarding cybersecurity, by adopting international standards and good practices recognized globally.
