To safeguard the life and health of the population, the deputies of the Legislative Assembly ratified, with 59 votes, the declaration of a state of national emergency, for a period of 15 days, due to the weather conditions that have affected the entire country. and its inhabitants in general.
Given this, the different government institutions are empowered to execute the necessary measures to alleviate this climate situation, to manage the funds and carry out their transfers, with the purpose of preventing and mitigating the effects of the emergency, in accordance with the law.
During the last 48 hours, the rains recorded in Salvadoran territory have caused the death of three people, according to authorities from the General Directorate of Civil Protection and relief institutions. In addition, they have announced that there have been injuries, floods, landslides, traffic accidents and other mishaps in different areas of the country.
“Given the serious situation that our country faces, due to the intense rains that have hit our communities, it is our duty as a representative of the Salvadoran people to act promptly and responsibly to protect and assist the people,” commented parliamentarian Caleb Navarro. . “We must show solidarity to those who are suffering from these torrential rains,” he added.
With this decree, the Civil Protection is empowered to compulsorily evacuate the population in danger and to use the necessary coercive mechanisms, in order to protect the right to life.
The population classified as “at risk” must comply with the evacuation order of the competent authority.
“We are facing a critical situation, which demands prompt and effective action. This measure is based on article 24, paragraph 1 of the Law on Civil Protection, Prevention and Mitigation of Disasters, that is why we are going to act with forceful actions,” said deputy Helen Jovel, who announced that it is already with shelters equipped to provide support to affected families.
Likewise, Civil Protection is empowered to manage with public and private entities the use of infrastructure and properties that serve as collection centers and temporary shelters.
In addition, the Ministry of Public Works and Transportation (MOPT) is authorized to manage debris removal and rehabilitation of infrastructure damaged as a result of the natural phenomenon, with private companies, as appropriate.
Immediate measures to respond to the emergency
According to what was stated in the extraordinary plenary session number two, the safeguarding and protection of the food and nutritional security of the population in general and those affected by the storm in particular are established as immediate measures to respond to the emergency.
Furthermore, as indicated in article two of the approved initiative, the generation of adequate shelter and protection conditions for the preventively evacuated population and for those directly affected by the loss or disablement of their home is also contemplated.
Another measure is the generation of conditions that allow the restructuring of roads, highways, and bridges; as well as the homes and other infrastructure affected by this natural phenomenon.
A fourth provision is the prevention of negative impacts on national production, particularly in the area of agriculture, agroindustry and livestock.
Finally, other actions that contribute to the mitigation of the impacts generated on the population, its assets, public services and ecosystems, to the extent of specific needs.
