The interests of the National Social Security Fund moved to the utmost speed in operations to combat “social fraud” (Fraude sociale), which is represented by non-declaration of employees to the Fund’s interests, manipulation of the value of declared wages, and other imbalances.

Informed sources reported that the aforementioned Fund’s monitoring services relied on digitization to direct field inspections. By analyzing data and targeting specific sectors, she explained that the number of observers increased from 140 in 2021 to 330; While the Fund’s management is betting on raising the completed monitoring operations to 9,500 operations by the end of the current year, in the context of containing the risks of the impact of social fraud on the program for universalizing social and health coverage, given that failure to declare the procedure affects the financing of the insurance and retirement systems and harms the future of employees.
The same sources confirmed, in a statement to Hespress, that the administration of the National Social Security Fund is awaiting the approval of a new draft decree in Parliament during the coming period that will allow it to have the same means available to the General Directorate of Taxes at the level of powers and collection authorities, stressing the importance of the new regulatory framework in solving the problem of collecting unpaid contributions. Performed at the level of the basic compulsory sickness insurance system, where the cost of collecting the subscription amount of 200 dirhams through judicial channels, through temporary seizure, reaches 1,000 dirhams.
The same sources revealed that the Social Security Administration is focusing on strengthening human resources at the collection level by raising them to 297 members. This was reflected positively on the level of amounts collected through forced collection procedures (Recouvrement forcé), as their value moved in just two years from 3.1 billion dirhams to 4.2 billion dirhams, stressing that bringing a new draft decree into existence will raise the value of the amounts collected after providing new mechanisms. The new collection strategy was based on a proactive and gradual approach in order to improve the use of resources and reduce the value of the accumulated collection amounts, by adopting a comprehensive treatment for each debt, from the beginning of its collection until its closure.
