Fifty-third Regular Session of the OAS General Assembly

The General Assembly of the Organization of American States (OAS) has unanimously approved a resolution aimed at providing immediate aid to strengthen the Haitian Police, address the social crisis in Haiti, and facilitate free elections in the country.

The resolution, presented by the Haitian government, received applause from OAS member countries during the Fifty-third Regular Session, presided over by Dominican Foreign Minister Roberto Álvarez.

In response to the ongoing problems faced by the people of Haiti since the approval of resolution AG/RES. 2982 (LII-O/22) last year, the countries of the Americas have decided to extend their support to the nation.

The new resolution outlines several key measures. Firstly, it calls for immediate assistance from the OAS to Haiti, focusing on security, the protection of human rights, and the promotion of inclusive, free, fair, and credible elections.

Furthermore, the resolution urges member states and permanent observers to contribute specific funds to support the implementation of activities identified by the Working Group for Haiti, with technical assistance from the Secretariat for Access to Rights and Equity and the Secretariat for Strengthening Democracy.

As a second point, the resolution emphasizes the need for member states and permanent observers to prioritize and provide immediate assistance and funds to enhance security in Haiti. This includes the supply of equipment and training to the Haitian National Police to combat gangs and kidnappings, as well as improving border and port security and tackling firearms trafficking.

Humanitarian Assistance

In terms of humanitarian assistance, the resolution calls on the countries of the Americas to align their commitments and contributions with established international and regional entities such as the World Food Program (WFP), the World Bank, the Pan American Health Organization (PAHO), the Pan American Development Foundation (PADF), and the Inter-American Institute for Cooperation on Agriculture (IICA).

Additionally, the United Nations Development Program (UNDP), the United Nations Integrated Office in Haiti (BINUH), the Inter-American Development Bank (IDB), and other relevant agencies and entities are urged to address immediate priorities related to food security, nutrition, and health insecurity.

According to data compiled by the United Nations, gang violence in Haiti reached unprecedented levels in 2022, with a significant increase in homicides, totaling 2,183, and 1,359 kidnappings, more than double the previous year.
