The most important component of the formation of the Kazakhstan development model is the role of the leader. The modern history of the development and formation of Kazakhstan, the well-being of its people are inextricably linked with the name of the First President of the Republic of Kazakhstan, Nursultan Nazarbayev.

The strategic course of the Leader of the Nation, whose status was endowed by the Kazakh people, was an effective tool in eliminating the negative consequences of the collapse of the Soviet Union and creating Kazakhstan’s own statehood. Having become the head of an independent country in 1991, Nursultan Nazarbayev chose the path of systematic reform of the country, identifying economic development as the main priority, and then political modernization. Life has shown that this was the right path, based on a balanced and balanced strategy.

Nursultan Nazarbayev based his policy on a logical, systematic, systematic and rational approach to reforms, the main feature of which is a focus on human interests. They led Kazakhstan to its current successes, and also created a solid foundation for its future development. Today, Kazakhstan’s successes in state building are called the Kazakhstan model of development.

The President of Kazakhstan has proven himself to be a purposeful and decisive leader. He was the first of the leaders of the republics of the former Soviet Union to establish a presidential form of government in the country. The strong institution of presidential power ensured political stability and the creation of an effective and optimal model of public administration.

This is a responsible and compact Government, a professional Parliament, an independent court, effective local governments, which together formed a single and coherent mechanism of state power. A national business elite has been formed in the country, the formation of which was made possible thanks to the creation of conditions for the development of a democratic, civil and legal society.

An important role belongs to Nursultan Nazarbayev in creating a national security system, taking into account the geopolitical and geo-economic situation of Kazakhstan. The head of the republic, which ranks ninth in the world in terms of its territory, has taken a course towards pursuing a balanced multi-vector foreign policy. Its essence is the establishment and development of mutually beneficial cooperation with all significant actors in world politics, active participation in international processes.

Having possessed nuclear weapons in Soviet times, Kazakhstan abandoned this arsenal and began to promote a new security system, the main vector of which is the creation of a nuclear-free world. Kazakhstan closed the Semipalatinsk test site, becoming the first in the world to take the path of active denuclearization.

Interethnic relations occupy a special place in the policy of the First President. His policy in this area turned the factor of multi-ethnicity into the calling card of a unified Kazakh state. President Nazarbayev created the Assembly of the People of Kazakhstan – a unique institution that is an advisory body to the Head of State and has no analogues in the world. According to Nursultan Nazarbayev, ethnic diversity is not a weakness, but a wealth of the country.

Thanks to the balanced and flexible policy of Nursultan Nazarbayev, Kazakhstan successfully overcame all the difficulties of the collapse of the Soviet Union, avoiding outbreaks of ethnic conflicts. Kazakhstani patriotism has formed in the country, the basis of which is the equality of all citizens. The new patriotism of Kazakhstan is all that unites a society in which there are no national differences. New Kazakhstani patriotism is the foundation for the success of a multinational society.

It is worth noting that national leader Nursultan Nazarbayev managed to revive the spirit of the people of Kazakhstan and their cultural and historical heritage, having a strong influence on their consciousness, mentality and traditions, moral and spiritual values. As N. Nazarbayev notes, being demanding of oneself, honest with others, and loyal to the state are important points in educating the younger generation.

In addition, Nursultan Nazarbayev showed himself to be a strategist of international scale, sensitive to the challenges of the time and anticipating them. As the First President of Kazakhstan rightly notes, a strong state does not pursue a policy of survival, but a policy of planning and long-term development.

The world knows President N. Nazarbayev as the main architect of integration processes in the Eurasian space. He was the initiator of Eurasian integration and the creation of the Eurasian Economic Union.

The most special feature of Nursultan Nazarbayev as head of state is his high level of professionalism and ability to translate reformist ideas and transformations into practice. He has the unique quality of a politician: he can listen carefully to his interlocutors, absorbing everything new, and at the same time express and convey his views and opinions to the people.

Today no one can dispute not only the necessity, but also the reality of creating a new capital. In his writings, N. Nazarbayev outlined a deep philosophy of creating a new capital in an independent country. The capital, as the main city and administrative center, belongs to the entire country and every citizen of the country, so its location is especially important. The relocation of the nation’s capital was an unprecedented event. With his insight, Nazarbayev saw the location of the capital as a necessary and decisive factor for the further stable development of the state.

Nursultan Nazarbayev is the leader of the Nur Otan party. The ideological basis of the party includes elements of conservative ideology, liberalism and social democracy. Such a three-element system provides a wide range of tactical application of these elements in the practical activities of the party, ensuring functional interests and a dominant position in the political life of modern Kazakhstan.

For today’s Kazakhstan, a system with one dominant party is promising: it guarantees the stability of the political course for a long time. Secondly, it allows reforms to be carried out with effective grassroots mobilization. Thirdly, the dominant political party unites various layers of society, is present in the spheres of management, economics, and research activities, creating an integral political structure. Fourth, the ruling party plays the role of a reserve of professional politicians and government leaders. This model of the party system is especially in demand in conditions of the economic crisis and global instability in interstate relations.

As the ruling party, Nur Otan seeks to exercise its leadership in the country’s party-political system not on a situational basis, but on a long-term basis. In the country’s political system, Nur Otan harmoniously complements presidential rule, giving it strength in the long term. To do this, the party must constantly assert its leadership position.
