Many people wonder if students without a high school diploma are eligible to apply or transfer to university.
The Prime Minister’s Decision on approving the framework of the national education system dated October 18, 2016 clearly stipulates that university training programs are accepted in one of three cases:
- High school graduate
- People who have graduated from intermediate level, studied and passed the required amount of high school cultural knowledge according to regulations of the Ministry of Education and Training.
- College graduate
In which, “graduates of intermediate level, have studied and passed the required amount of high school cultural knowledge according to the regulations of the Ministry of Education and Training” are students who graduated from junior high school and go to intermediate school. These students, when entering intermediate school, will both learn a trade and study the 4 high school cultural subjects program according to the regulations of the Ministry of Education and Training. Upon completion, they will be awarded an intermediate degree with a certificate of completion of high school cultural knowledge.

The regulations on university and college admissions for preschool education dated June 6, 2022 of the Ministry of Education and Training stipulate 2 admission subjects of the university:
- A person recognized as a high school graduate of Vietnam.
- People with a secondary vocational diploma in the same field of study as the applying major and have completed the required amount of high school cultural knowledge as prescribed by law.
The Prime Minister’s Decision regulating the articulation between intermediate and college levels with university levels dated May 31, 2017 also clearly states the conditions for applicants for articulation.
Accordingly, secondary and college graduates can continue studying university-level training programs in a suitable professional direction, or in another professional direction if they meet the conditions of the training program.
In addition, people with a secondary school diploma must ensure that they have studied and passed the required amount of high school cultural knowledge according to the regulations of the Ministry of Education and Training.
