With smaller or bigger differences and suggestions for improvement coming from everyone’s approach, the Ioannina municipal council voted by an enlarged majority the transitional Internal Service Organization (ISO) of the Municipality of Ioannina that was mandatory to be drawn up in order to include the abolished Legal Entities and Municipal Enterprises , after the relevant legislation of the Mitsotakis government months ago.
The amended Internal Service Organization was proposed and supported by the general secretary of the Municipality of Ioannina, Kostas Babasikas, who also bore the burden of the confrontation both with the workers who are reacting to the provisions of the new IOF and with the representatives of the opposition factions.
The incorporation into the IO of the Municipality of Ioannita of the abolished Legal Entities had to be completed within six months from the beginning of the year and the responsibilities of the abolished Legal Entities were to be foreseen. No other amendment was allowed to be provided for in this transitional EIF nor for new organic positions and therefore an increase in organic positions, as Mr. Babasikas has repeatedly emphasized.
The overall modification of the Internal Service Organization of the Municipality will come in the next period, until September-October, as the general secretary determined in time in response to a question from Dimitris Papageorgiou, and recruitments will be planned for the overall changed IOF.
The aim of the transitional EIF is to group all the scattered responsibilities of the abolished Legal Persons and Businesses to avoid confusion, inefficiency and overlapping of responsibilities, noted Mr. Babasikas. Next goal is to create new services.
Among other things, Mr. Babasikas mentioned that the current OEY has a general directorate and 12 directorates and 51 departments, 5 independent departments and 5 departments of the KEP in the Municipal Units. OEY now consists of a general directorate, 15 departments and a total of 64 departments.
Some of its important points are that:
- a Directorate of Preschool Education and Creative Employment is established where all Kindergartens and nurseries and KDAP are included and this results from the abolition of the Legal Entity OKPAPA, the Directorate of Child Protection, Preschool Education and KDAP.
- Giving importance to a Sector that did not exist in our Municipality, the Directorate of the Third Age is being introduced, which includes the Zografios Nursing Home, the Support Department which includes all KAPI and KIFI and the Department from the Social Protection Directorate of the Municipality.
- A Directorate of Cultural Events, Institutions and Culture is created, transferring services from the Directorate of Education, the Department of Culture and at the same time this Directorate operates with the Department of Music Clubs and the Department of Traditional Dances.
- The Perama Cave is included in the Directorate of Local Development along with the responsibilities of the Spiritual Center, predictions that caused a lot of opposition from the opposition.
The Ioannina OTA Employees’ Association intervened in the meeting with its secretary Popi Giotis, who made several special remarks, while, like Eleni Akonidou a little later, she accused the municipal authority of not giving much time to study its initial proposal of the municipal authority and subsequently, uploaded to “Diaugeia” a modified EIF other than the one proposed by the municipal authority to the Municipal Committee, last Friday.
Katerina Dimopoulou, representing the workers in daycares and nurseries, 80 in total, contracted through NSRA, requested the creation of vacant organizational positions and the conversion of all fixed-term contracts into open-ended ones.
The opposition factions criticized individual points of the municipality’s proposal, but except for the People’s Rally and Olys Tsoumanis, they voted in favor of the majority’s proposal.
Closing the debate, Thomas Begas emphasized that the municipal authority is not responsible for the disturbance, since the abolition of Legal Entities was a government choice. The transitional organization was created with the aim of the optimal functioning of the Municipality, for the benefit of the Citizens, with absolute respect for the rights of the employees, the Mayor emphasized.
