Yerevan and Baku agreed to resolve open issues without new violence, German Chancellor Olaf Scholz announced after the Pashinyan-Aliev meeting in Munich. A tripartite meeting was held in Munich, with the participation of Scholz, and then a bilateral meeting. According to the report, the parties agreed to continue working on peace negotiations.
If indeed a strong and stable agreement has been reached in terms of solving open issues without violence, then it is certainly welcome. The question, however, is to what extent Chancellor Scholz’s record reflects the depth of reality. Because, just one year ago, during a joint press conference with Armenian Prime Minister Nikol Pashinyan in Berlin, the same Chancellor Scholz announced the right to self-determination of Nagorno-Karabakh, saying that the right to self-determination is equally important to the principle of territorial integrity.
A year later, Nagorno Karabakh does not exist and instead of the right to self-determination, ethnic cleansing took place, which no world leader, including the honorable Chancellor of Germany, called by his name, did not evaluate as ethnic cleansing and depopulation. Accordingly, a completely legitimate and legitimate question arises as to whether his statement about the agreement to resolve issues without new violence is significantly different from, for example, a year ago, and after a week, a month or a year we will not have the consequences of actions with a completely opposite logic :
Because, in connection with the Chancellor’s statement, there is a question, for example: was the agreement to solve any open issue without new violence a precondition or without a precondition? This is an essential question, because if new violence is excluded by precondition, it is already a certain form of violence. And if violence is excluded without preconditions, then it is already a really welcome circumstance and it remains to be understood what responsibility mechanism will be provided by the Munich agreement, so that it is not subject to arbitrary interpretation by any party, considering that this arbitrariness is weak. gives the side that has a significant power advantage and clearly demonstrates an aggressive policy based on that advantage, Azerbaijan.
The answers to these questions will allow us to understand to what extent the Munich meeting was more or less useful, reflect balanced approaches and content.
