Minsa: controversial evaluation of serums was carried out

The CMP warned that Minsa general directors abandoned their duties to supervise the examination of the Serums

This Sunday, the Ministry of Health (Minsa) carried out the entrance exam Rural and Marginal Urban Health Service (Serums) in 27 locations nationwide. The evaluation began at 10 am, and the sector has guaranteed the transparency of the process with the supervision of the Ombudsman’s Office, the Comptroller General of the Republic and inspectors of professional associations and regional health directorates.

Despite control measures, the test is carried out amid opposition from the Peruvian Medical College (CMP)which has expressed its rejection of the process. The CMP criticized the Minsa for issuing a resolution modifying the criteria for distributing SERUMS places just hours before the exam. The institution has also denounced that the evaluation does not meet the required quality standards.

Besides, Medical staff from at least nine national hospitals have expressed their dissatisfaction with the examinationThe Peruvian Medical Federation also decided not to participate as an observer, contradicting the statements of the Minsa, which had assured its collaboration. Faculties of health sciences from nine national and private universities had already announced their refusal to participate due to concerns about the lack of academic quality assurance.

The Medical College of Peru publicly denounced that the Minsa abruptly changed the rules of the Serumsa place allocation process through Ministerial Resolution No. 586-2024-MINSA, published in an extraordinary edition of the Official Gazette El Peruano. This resolution establishes that, for one time only, two groups will be considered in the allocation of places: one for those who took the Minsa exam, the National Medicine Exam (ENAM) or both, and another for those who only took the Minsa exam.
