Two options

Option 1: Regulations prohibit the act of driving a vehicle participating in road traffic with alcohol in the blood or breath. Option 2: Regulations like the 2008 Road Traffic Law prohibit: “Driving cars, tractors, or specialized motorbikes on the road with alcohol in the blood or breath. Operating a motorbike or motorbike with an alcohol concentration in the blood exceeding 50 mg/100 ml of blood or 0.25 mg/liter of breathing air. At the same time, relevant regulations in Clause 6, Article 5 of the Law on Prevention and Control of Harmful Effects of Alcohol and Beer 2019 must be amended.

Forming a culture of “don’t drive if you drink alcohol”

Giving her opinion, Head of the Delegates’ Working Committee Nguyen Thi Thanh expressed her agreement with the plan to absolutely ban drivers with alcohol levels.

Ms. Thanh said that recently, this prohibition has come to life, is widely accepted by many people, and is forming a culture of “don’t drive if you drink alcohol.” Traffic accidents caused by drinking alcohol have also been reduced, while reducing the number of deaths and injuries caused by alcohol use. In addition, this ban also gradually reduces the direct harmful effects of alcohol on about 30 dangerous diseases and indirectly on 150 other diseases.

Vice Chairman of the National Assembly Tran Quang Phuong proposed continuing to clarify the advantages and limitations of the two options for regulating alcohol concentration.

Similarly, Chairman of the Social Committee Nguyen Thuy Anh said that the 14th National Assembly and Standing Committee of the National Assembly had very difficult regulations prohibiting alcohol levels for drivers in the Law on Prevention and Control of Harmful Effects of Alcohol and Beer in 2019.

Sharing more, Ms. Thuy Anh said that when asking for opinions on the content of banning alcohol concentration in the Law on Prevention and Control of Harmful Effects of Alcohol and Beer, initially both options did not reach 50%. After that, with a very convincing explanation from the National Assembly Standing Committee, the 14th National Assembly unanimously approved the regulation banning alcohol levels for drivers (before approving the full text of the draft law), with 74% of the total number of National Assembly delegates agreeing. wall.
