But, it must be said, at the same time the cycle of droughts is a clear opportunity for those who know how to take advantage of it, to carry out water works within the riverbed, along the downspout and without the danger of extraordinary floods and without having long periods of rain. , to make surface intakes and aqueducts. And now, regarding a danger that can become a health tragedy, it is worth considering the following: The main source of water supply for the city of Tucumán are the intake, the water treatment plant and the aqueduct, located downstream of the Gelsi dam. But just upstream and on the same bank is located the town of El Cadillal, which, through powerful tourism promotion, is constantly growing. The fact is that this town throws its sewage effluents into the reservoir, which contaminates the water that will later be captured downstream by the current intake. To prevent a health tragedy from occurring any day, it is necessary to take an intake upstream of the El Cadillal reservoir. The need and urgency of this work was already considered by Dipos before the Legislature voted on the privatization law. Other water works, planned when Dipos still existed, are the following: An intake on the Salas River, which comes down from the Sierra de Medina to provide water to El Sunchal, El Naranjo, El Timbó and the municipalities of Alderetes, La Banda, Lastenia and San Andrés. An intake on the Loro River, to provide water to El Timbó Viejo, Las Salinas, Granja Modelo and Los Nogales. In La Sierra de San Javier, repair and improvement of the intakes made a century ago and adapt them to receive the maximum flow in the rainy season, to provide water to the municipalities of Tafí Viejo and Yerba Buena, and an intake and aqueduct upstream. of New Hope. Furthermore, to avoid greater evils, prohibit the continued construction of neighborhoods and buildings in the foothills and aquifer infiltration zone, to prevent the continued increase in contamination of the deep layers, whose water will soon be extracted through drilling and pumping. and drink in Yerba Buena, El Manantial, La Rinconada, city of Tucumán and La Banda. Another work that can be done is where the Anfama River meets the Garabatal River. Build a double take; one on the Anfama River and the other on the Las Juntas River, and from there go down with an aqueduct at a constant slope and pass along the side of the projected Potrero de las Tablas dam. The study, project and execution of these water works is not simple, but in view of the current economic hardship, they can be done by administration and in stages, and it is not necessary to look for foreign technicians and specialists, since Tucumán has four universities. Finally, where the running water service is precarious, the new houses to be built can be designed so that their roofs are rainwater collectors and with cisterns, and if there are no sewers, each house can be equipped with a digester chamber. . Other municipalities that may consider studying, planning and executing intakes and aqueducts are Lules, Famaillá, Monteros, Concepción, Aguilares and Alberdi, among others.
